A "mulher desconhecida" e a busca pela identidade nacional da Rússia

Há algumas semanas atrás fiquei muito impressionado quando via a imagem do quadro reproduzido acima. Seu nome é "Retrato de uma Mulher Desconhecida", do pintor russo Ivan Kramskoi, de 1883. Quando abri a tela parecia que estava em frente a uma mulher de verdade. Seu olhar profundo mistura arrogância com sedução, e ficam mais acentuados pelo contraste do rosto com a vestimenta escura e o ambiente nivoso ao fundo. Parecia que a mulher saltaria do quadro para falar comigo ou ir além de uma mera conversa.

          Kramskoi fazia parte de "Os Itinerantes", grupo de pintores russos que buscava educar o povo pela arte, viajando e realizando exposições de suas obras no interior da Rússia. Segundo Orlando Figes no livro Uma história cultural da Rússia, no início da década de 1860 estes pintores se afastaram da Academia de Artes de São Petersburgo (hoje academia Imperial de Artes) e, rejeitando o classicismo europeu desta escola, passaram a trabalhar com aquilo que o autor chama de "estilo russo", inspirando-se nas tradições folclórica e religiosa do povo. A retirada ocorreu com a rebelião de catorze estudantes da academia que ficaram conhecidos como "Vagantes", liderados com Kramskoi, que exigiam liberdade de escolha no conteúdo das pinturas. Muitos artistas desta corrente trabalharam na Escola de Artes Stroganov (hoje Universidade Estatal de Moscou de Artes e Indústria Stroganov), que recebia pessoas de variadas classes sociais e que, portanto, conheciam a diversidade da sociedade russa. Eles eram patrocinados pelos grandes mercadores da emergente Moscou, entre eles Pavel Tretyakov, magnata do setor de ferrovias e colecionador de arte russa que dá nome à galeria onde está o quadro de Kramskoi. O pintor russo foi um dos patrocinados por Tretyakov e era importante retratista da época, tendo reproduzido personalidades do meio cultural como o escritor russo Lev Tostoy e poeta ucraniano Taras Shevchenko, além do czar Alexandre III. Nas palavras de Figes, Kromskoi "pintava contra um pano de fundo simples e se concentrava no rosto, atraindo os espectadores para os olhos e forçando-os a penetrar no mundo interior das pessoas que ontem mesmo tinha tratado como escravas" (p. 296). O autor faz referência ao regime de servidão que vigorou na Rússia até sua abolição pelo czar Alexandre II em 1861.

          Na época de Kramskoi toda a intelectualidade russa estava obcecada por compreender o camponês, descobrir a identidade de seu povo e responder à questão: "quem somos nós?". A pergunta atravessou a totalidade do século XIX e, apesar da supressão do regime soviético ao longo do século XX, a busca por uma resposta continuou com os eslavófilos e eurasianistas e se mantém até hoje. Esta dúvida veio com força à tona com a invasão da Rússia por Napoleão em 1812, fazendo desmoronar a ideia de uma Europa como fonte de civilização, o que levou os primeiros artistas e intelectuais russos a questionar a verdadeira identidade de seu povo e o caminho que a Rússia deveria seguir no futuro. Mas a questão já começara a aflorar um pouco antes, em torno de 1800, época em que germinava uma cultura "nacional" russa ainda dominada pela imagem idealizada da Europa. Na visão dos primeiros artistas, a corte imperial e sua cidade europeizada, São Petersburgo, eram artificiais e estranhas à cultura russa. Sátiras e peças teatrais buscavam identificar quem era o "russo" em contraste com o habitante europeu. Nas palavras de Orlando Figes:

"Contra o pano de fundo dessa dominação pela Europa, sátiras (...) começaram a definir o caráter russo em termos distintos dos valores do Ocidente. Esses escritores estabeleceram a antítese entre o artifício estrangeiro e a verdade nativa, razão europeia e coração da 'alma' russa que seria base da narrativa nacional do século XIX. No âmago desse discurso estava o antigo ideal romântico do solo nativo - de uma Rússia 'orgânica' e pura, e não corrompida pela civilização. São Petersburgo era apenas engano e vaidade, um dândi narcisista a observar o tempo todo o seu reflexo no rio Neva. A Rússia real ficava nas províncias, um lugar sem pretensões nem convenções estrangeiras onde as simples virtudes 'russas' se mantinham preservadas." (p. 96)

          A figura da mulher desconhecida não era uma camponesa, nem mesmo uma "cidadã" comum como concebemos na sociedade moderna. A julgar pela época e o pano de fundo do quadro, a mulher lembra uma nobre ou membro da classe emergente de comerciantes. Mas esta é parte da Rússia "verdadeira", para utilizar uma palavra que possa definir o ideal almejado pelos artistas russos do século XIX. Apesar de não ser camponesa, a mulher desconhecida compõe parte da síntese nacional sonhada por estes artistas e, mais especificamente, por movimentos como o populista e o "solo nativo". O primeiro surgiu em 1874 e atuou junto aos camponeses promovendo a educação, as artes e o ativismo político de perfil socialista e tinha como objetivo levar a Rússia ao desenvolvimento combinando uma via europeia com as tradições do povo; o segundo, surgido na mesma época, era um movimento cultural composto por escritores que publicavam textos onde exaltavam a unidade nacional e apelavam aos artistas para que retratassem a vida do povo e levassem a eles a cultura do Ocidente. Os populistas e membros do "solo nativo" queriam unir as diferentes partes da sociedade numa única nação, realizar a síntese nacional entre o nobre e o camponês.

          O quadro de Kramskoi oferece um mergulho na alma russa através do olhar belo e sedutor da mulher desconhecida, rosto este que nos oferece uma faceta de uma nação multifacetada. É uma tentativa de traduzir o que Kramskoi viu nas ruas ao sondar a pergunta "quem somos nós?" A arte tem esta força, de vermos a realidade do outro, de um povo distante, como se lá estivéssemos e fizéssemos parte de sua identidade.

Russian Conservative Forum: Russia´s messianic tradition and conservative estrategy


          The picture above is the logo of the International Russian Conservative Forum, an event that brought together European political leaders in Russia in 2014 and 2015. At the center Our Lady carries Baby Jesus in her arms over the Bizantine symbol of the two-headed eagle. The eagle was adopted by the Grand Duke of Moscovy, Ivan III, and represents the union between spiritual and temporal power of Russia. The kingdom, which would become the Russian Empire during the reign of Ivan IV, the Terrible, atributted to itself the Bizantine Empire´s legacy. The Bizantines developed the harmony concept, the perfect marriage between Church and State, represented by the eagle´s two head united to the same body. At the proclamation and coronation of Ivan IV as czar in 1547, the rite openly declared that Russia was the "Third Rome", transforming the doctrine which circulated among Slavic kingdoms at least a century before as an element of the State power. And it was necessary that a "God-elected autocrat" to firmly govern his kingdom to fulfill it´s eschatological role. Russia was destined by God to protect and guide Christendom, which would have been betrayed by Rome´s heresy with the 1054 schism and defeated at Constantinople by the Muslims in 1453. God was source of his legitimicy, which would be susteined until the Revolution of 1917.

          To the feet of the two-headed eagle there are on one side the scepter, symbol of authority, and on the other the globe. The allusion in clear: Russia has the divine role not only to guide Christendom, but the whole world, the whole creation. Hence the figure of the sun background, the light, God, source of all things and under which all things submit. The sun holds and bless whole creation, having Russia the authority over the world as protector and guide of the Christendom. Lastly, Our lady, who is the main intercessor to God in Christianity and for whom the Russian Orhodox Christianity has particular and deep devotion, presents herself as the link between Russia represented by the eagle behind her and God who is in her arms in the Person of Jesus          

          The sinthesys of the picture is the world leadership by Russia, political and espiritual authority of the world, guided by God through the hands of Our Lady. 

          The International Russian Conservative Forum already has in his name it´s claim: to be Russian and international at the same time, highlighting the Russia´s role in leading a new world order built over the debris of the current order. When hosting an event of this, the country is assuming this role, following the example of the statement on the Forum´s mission:

"We see how many Euro-Atlantic countries really took the way of rejecting theirs roots, including Christian values which form the basis of Western civilization. Moral principles against any tradition identity - national, cultural, religious or even sexual. There is a policy that places a family and a homosexual union on the same level, [as if] faith in God or faith in Satan [were equivalent]. The excesses of the politically correct go so far that they are seriously discussing the creation of events aimed in propagating pedophilia. In many European countries people are ashamed or afraid to talk about their religious affiliation. The holidays can be cancelled or are presented as something embarrasing, hiding the essence of these holidays, their moral basis. And this model is trying to impose itself aggressively to everyone, the whole world. We are convinced that this is a straight path to degradation and primitivization, a deep demographic and moral crisis. What else can be evidence of a moral crisis if not the loss [of the population´s] capacity for self-reproduction [?]. An today almost all depeloped countries cannot grow even with the help of migration. Without the values established in Christianity and other world religions, without the moral norms that have been formed through thousands of years, people will inevitably lose human dingity. And we consider natural and correct to protect these values."* 

          Following this statement, the Forum´s website continues with a Vladimir Putin´s speech to the participants of the Valdai Club, in September 2013, where the President defends traditional values, says the State could be a partner in this defense and alerts to the threat of the loss of Western countries´ sovergnity. The Valdai Club is a think-thank linked to the Kremlin and turned to Russia´s foreign policy research, and every year it receives Putin´s participation.

          The Forum´s mission is to create a new concept of human development in response to Western liberalism, integrate conservative political organizations and to strenghten comercial, cultural and spiritual ties historically established between Russia and Europe. Taken as a scientific congress, it´s target audience are Russian and foreign public, political and patriotic organizations, representatives of regional, national governents and universities, Russian scientists, experts in History, Sociology, Demography, Law, Economics, Finances and members of industry. The intention is to influence political and social organizations in Russia and abroad, as well as public figures from the areas mentioned above, writers and public personalities.

          The 2015 event took place on March 21-22th at Holiday Inn Hotel, in Saint Petersburg, and was organized by the Russian National Cultural Center - People´s House, organization dedicated in promoting Russian culture. The initiative came from Rodina party, of Russian Deputy Prime Minister Dmitry Rogozin. According to an official statement from the British government, members of right and far-right from Germany, Belgium, Bulgaria, Denmark, Spain, Greece, Italy, United Kingdom and Sweden has attended the meeting. There wasn´t, however, participation of politicians of the Russian government. Participants were mainly political parties and military and political leaders who align themselves with the Forum´s proposal, such as Ataka from Bulgaria, Golden Dawn from Greece, Fuerza Nuova from Italy and the European political organization Alliance for Peace and Freedom. (Freedom Party from Austria, which had signed a cooperation agreement with Putin´s United Russia and had confirmed it´s presence at the Forum decided at last minute not to go.) These parties have simpathy for Russia and the Kremlin´s leadership. Among the Forum´s participants there was also people of neo-Nazi and antissemitic profile.

          In the end of the meeting was published the Participant´s Resolution, that begins with the declaration of regret to the destruction of "tradition European values". The text presents seven points defended by the members: 1) the creation of a "free, multipolar, progressive world order" (main Forum´s objective), the defense of the countries´ sovereignty and conservatism as the best form of existing social activity; 2) promoting, through the parties and the European Parliament, Christian values and propagate them to the masses, improving relations with the West and the end of the "Cold War" promoted against Russia; 3) the creation of a collective security system in Europe outside NATO, which became a tool of a dictadorship, departure of US troops from the continent and rejection of interventions by Western forces in other countries; 4) Russia is the legitimate successor of the Soviet Union and Russian Empire and now it´s integral part of the European traditions and it´s extended family; 5) Europe and Russia have their own path and must be freed from the US power. The main example of this is the conflict in Ukraine, that Forum sees as an internal problem, but considers that part of it´s territory was artificially separeted from Russia, is inhabited by Russians and asks the West to stop supporting Kiev gonverment; 6) the condenation of the sanctions against Russia and that also undermines Europe, and the desire to estimulate trade between the two regions to turn them back again into the center of humanity´s progress; 7) finally, the most important task is to estimulate the population growth by returning population to traditional values, and also intervene more rapidly to improve people´s urban life and health. The Resolution ends by asking participant organizations to act in a coordinated way to achieve these goals.

          The document sometimes repetes that the Forum´s members are "conservatives" and in the objectives it´s clear the references to the Russia´s special role in the world (the Russia-Europe duality repeatedly mentionated reinforce this idea).

          The fact that the Forum use a logo of strong religious load doesn´t necessarely means the divinization of the event or it´s messianic pretension (the same could be said, for example, about the flag of my country, Brazil, whose Positivist motto "Ordem e Progresso" - Order and Progress - inscribed in it doens´t makes this country and active agent in promoting Positivist philosophy through world, which promisses a new age of peace and progress for mankind). However, it´s symbology and performance is inserted into Russia´s messianic tradition. As I´ve commented in other post in this blog, today´s Russia continues to reproduce this tradition aiming to create a new world order over the rubble of the actual one. Whether under tzars´ divine authority, under the divinization of the Party and Communist triunphalism or under eschatology of the present Eurasian Movement, Russian messianism remains alive in planetary political projects focused in the formation of a new humanity, a new world created in the image and likeness of it´s social planners

          The International Russian Conservative Forum is only one of the Kremlin´s various investiments to achive this goal. It´s strategy is revealed in the conservative and nationalist narrative where elements of revolutionary tradition (anti-conservative, therefore) are mixed up, such as fascists, neo-Nazis and right-wing extremist, whose common point isn´t exaclty in values, but pro-Russia and anti-US feeling. The ignorance of this event´s mission by the great majority of people shows that this isn´t a plan with peoples´ consent, muche less of divine one.

Fórum Conservador Russo: a tradição messiânica da Rússia e a estratégia conservadora


          A imagem acima é o logotipo do Fórum Conservador Russo Internacional, um evento que reuniu lideranças políticas europeias na Rússia em 2014 e 2015. Ao centro Nossa Senhora traz o Menino Jesus nos braços sobre o símbolo bizantino da águia bicéfala. A águia foi adotada pelo Grão-Duque de Moscóvia, Ivan III, e representa a união entre o poder espiritual e temporal da Rússia. O reino, que viria a se tornar Império Russo no reinado de Ivan IV, o Terrível, atribuía a si o legado do Império Bizantino. Os bizantinos desenvolveram o conceito de harmonia, o casamento perfeito entre Igreja e Estado, representada pelas duas cabeças da águia unidas a um mesmo corpo. Na proclamação e coroação de Ivan IV como czar em 1547, o rito declarou abertamente que a Rússia era a "Terceira Roma", transformando a doutrina que circulava entre os reinos eslavos pelo menos um século antes em elemento do poder de Estado. E era necessário que um "autocrata eleito por Deus" governasse com firmeza seu reino para que este cumprisse seu papel escatológico. A Rússia estava destinada por Deus a proteger e guiar a Cristandade, que teria sido traída pela heresia de Roma com o cisma de 1054 e derrotada em Constantinopla pelos muçulmanos em 1453. A única forma do czar cumprir tão grandiosa tarefa era ser divinamente inspirado. Deus era a fonte de sua legitimidade, que se sustentaria até a Revolução de 1917.

          Aos pés da águia bicéfala estão de um lado o cetro, símbolo de autoridade, e do outro o globo terrestre. A alusão é clara: a Rússia tem a função divina não apenas de guiar a Cristandade, mas o mundo todo, toda a criação. Daí a figura do sol ao fundo, a luz, Deus, fonte de todas as coisas e sob qual todas as coisas se submetem. O sol abraça e abençoa toda a criação, tendo a Rússia a autoridade sobre o mundo como protetora e guia da Cristandade. Por fim, Nossa Senhora, que é a principal intercessora junto à Deus no cristianismo e a quem o cristianismo ortodoxo russo possui particular e profunda devoção, apresenta-se como elo entre a Rússia que está representada pela a águia detrás dela e Deus que está em seus braços na Pessoa de Jesus.  

          A síntese da imagem é a liderança mundial pela Rússia, autoridade política e espiritual do mundo, guiada por Deus através das mãos de Nossa Senhora.

          O Fórum Conservador Russo Internacional já traz no nome sua pretensão: ser russo e internacional ao mesmo tempo, dando destaque ao papel da Rússia na liderança de uma nova ordem mundial construída sobre os escombros da atual. Ao sediar um evento deste tipo, o país está assumindo este papel, ao exemplo do que diz o comunicado sobre a missão do Fórum:

"Vemos quantos países euro-atlânticos realmente tomaram o caminho para rejeitar suas raízes, incluindo os valores cristãos que constituem a base da civilização ocidental. Princípios morais contrários a qualquer identidade tradicional - nacional, cultural, religiosa ou mesmo sexual. Existe uma política que coloca uma família e uma união homossexual no mesmo nível, [como se] a fé em Deus ou a fé em Satanás [fossem equivalentes]. Os excessos do politicamente correto vão tão longe que estão discutindo seriamente em criar eventos que visam propagar a pedofilia. As pessoas em muitos países europeus estão envergonhadas e com medo de falar sobre sua filiação religiosa. Os feriados podem ser cancelados ou são apresentados como algo vergonhoso, escondendo a essência desses feriados, sua base moral. E este modelo está tentando se impor agressivamente a todos, o mundo inteiro. Estamos convencidos de que este é um caminho direto para a degradação e a primitivização, uma profunda crise demográfica e moral. O que mais pode ser evidente de uma crise moral se não a perda da capacidade [da população] de auto-reprodução [?]. E hoje quase todos os países desenvolvidos não conseguem crescer mesmo com a ajuda da migração. Sem os valores estabelecidos no cristianismo e em outras religiões mundiais, sem as normais morais que foram formadas por milhares de anos, as pessoas inevitavelmente perderão a dignidade humana. E consideramos natural e corretos proteger esses valores." *

          Em seguida a esta declaração, o site do Fórum segue com um discurso de Vladimir Putin aos participantes do Clube Valdai, em setembro de 2013, onde o presidente defende os valores tradicionais, afirma que o Estado poderia ser um parceiro nesta defesa e alerta para a ameaça da perda de soberania dos países ocidentais. O Clube Valdai é um think thank vinculado ao Kremlin e voltado à pesquisa de política externa da Rússia, e todos os anos recebe a participação de Putin.

          O Fórum tem como missão criar um novo conceito de desenvolvimento humano em resposta ao liberalismo do Ocidente, integrar as organizações políticas conservadoras e fortalecer os vínculos comerciais, culturais e espirituais estabelecidos historicamente entre a Rússia e a Europa. Tomado como um congresso científico, seu público-alvo são as organizações públicas, políticas e patriotas russas e estrangeiras, representantes dos governos regionais, nacional e de universidades, cientistas russos, especialistas em História, Sociologia, Demografia, Direito, Economia, Finanças e membros da indústria. A intenção é influenciar organizações políticas e sociais da Rússia e do exterior, além de figuras públicas das áreas citadas anteriormente, escritores e personalidades públicas.

          O evento de 2015 ocorreu entre os dias 21 e 22 de março no Hotel Holiday Inn, em São Petersburgo, e foi organizado pelo Centro Cultural Nacional Russo - Casa do Povo, organização voltada à promoção da cultura russa. A iniciativa veio do partido Rodina, do vice-primeiro-ministro russo Dmitry Rogozin. Segundo um comunicado oficial do governo britânico, participaram membros da direita e da extrema-direita da Alemanha, Bélgica, Bulgária, Dinamarca, Espanha, Grécia, Itália, Reino Unido e Suécia. Não houve, porém, a participação de políticos do governo russo. Os participantes são principalmente partidos políticos e lideranças políticas e militares que se alinham à proposta do Fórum, como os partidos Ataka da Bulgária, Golden Dawn da Grécia, Fuerza Nuova da Itália e a organização política europeia Aliança pela Paz e Liberdade. (O Partido da Liberdade da Áustria, que havia firmado um acordo de cooperação com o Rússia Unida, partido de Putin, e havia confirmado a presença no Fórum, decidiu de última hora não ir.) Estes partidos possuem simpatia à Rússia e à liderança do Kremlin. Dentre os participantes do Fórum havia também pessoas de perfil neo-nazista e antissemita.

          Ao final do encontro foi divulgada a Resolução dos Participantes, que inicia com a declaração de lamento à destruição dos "valores morais europeus". O texto apresenta sete pontos defendidos pelo membros: 1) a criação uma "nova ordem livre, multipolar e progressista" (principal objetivo do Fórum), a defesa a soberania dos países e o conservadorismo como a melhor forma de atividade social existente; 2) a promoção, através dos partidos e do Parlamento Europeu, dos valores cristãos e propagá-los às massas, a melhora das relações com o Ocidente e o fim da "Guerra Fria" promovida contra a Rússia; 3) a criação um sistema de segurança coletivo na Europa alheio à OTAN, que se transformou em instrumento de uma ditadura, a saída das tropas americanas do continente e a rejeição das intervenções das forças ocidentais em outros países; 4) a Rússia é sucessora legítima da União Soviética e do Império Russo e agora é parte integral das tradições europeias e de sua família estendida; 5) Europa e Rússia possuem um caminho próprio e devem ser libertos do poder americano. O principal exemplo disto é o conflito da Ucrânia, que vê como um problema interno, mas considera que parte de seu território foi artificialmente separado da Rússia, é habitado por russos e pede que o Ocidente pare de apoiar o governo de Kiev; 6) a condenação das sanções contra a Rússia e que prejudicam também a Europa, e o desejo de estimular o comércio entre as duas regiões para transformá-las novamente no centro de progresso da humanidade; 7) por fim, a tarefa mais importante é estimular o crescimento demográfico através do retorno da população aos valores tradicionais, e também intervir mais rapidamente para melhorar a vida urbana e a saúde das pessoas. A Resolução encerra pedindo que as organizações participantes ajam de forma coordenada para atingir estes objetivos.

          O documento repete algumas vezes que os membros do Fórum são "conservadores" e nos objetivos ficam evidentes as referências ao papel especial da Rússia no mundo (a dualidade Rússia-Europa mencionada repetidamente reforça esta ideia).

          O fato do Fórum utilizar um logotipo de forte carga religiosa não significa necessariamente a divinização do evento nem sua pretensão messiânica (o mesmo poderia ser dito, por exemplo, da bandeira do Brasil, cujo lema positivista "Ordem em Progresso" nela inscrito não faz deste país um agente ativo na promoção da filosofia positivista pelo mundo, que promete uma nova era de paz e progresso para a humanidade). Porém, sua simbologia e atuação inserem-se na tradição messiânica da Rússia. A exemplo do que comentei em uma outra postagem neste blog, a Rússia de hoje continua a reproduzir esta tradição com o objetivo de criar uma nova ordem mundial sob os escombros da atual. Seja sob a autoridade divina dos czares, seja sob a divinização do Partido e do triunfalismo comunista, seja sob a escatologia do atual Movimento Eurasiano, o messianismo russo mantém vivo em projetos políticos planetários voltados à formação de uma nova humanidade, um novo mundo criado à imagem e semelhança de seus planejadores sociais.

          O Fórum Conservador Russo Internacional é apenas uma das diversas investidas do Kremlin para alcançar este objetivo. Sua estratégia é revelada na narrativa conservadora e nacionalista onde se misturam elementos de tradição revolucionária (anti-conservadora, portanto), como fascistas, neo-nazistas e extremistas de direita, cujo ponto em comum não está tanto nos valores, mas no sentimento pró-Rússia e anti-EUA. O desconhecimento da missão deste evento pela grande maioria das pessoas mostra que este não é um plano com consentimento dos povos, muito menos de consentimento divino.

The language as link of a nation: Russia and the Russian world.

          Last July 20th, Russian president Vladimir Putin made a pronouncement at the Presidential Council on Inter-Ethnical Issues in Yoshkar-Ola, capital of the small republic of Mari El, about the inter-ethnic relations in the country. The republic has about 700 thousand people, being around 47% of Russians and 43% of the mari ethnic group, whose descendentes belongs to the Finno-Ugric people originating from the Northern and Eastern Europe and that have interaction with Russian ethnicity.

          According to the US analyst Paul A. Golbe, expert on ethnic and religious issues of Eurasia, in his speech Putin stated that all ethnic non-Russians should learn the Russian language, while ethnic Russians shouldn´t be forced to learn the language of the republics in which they live and which are culturally characterized by the predominant ethnic group. Goble takes a critical stance on this speech stating it applies two-and-a-half measures with regard to the ethnic status of the groups that make up Russia, privileging ethnic Russians to the detriment of other ethnic groups and stimulating the national passions of both sides.

          Golbe transcripts the Putin´s commentary, who says: “Russian language forus is the state language, the language of inter-ethnic communication, and it cannot be replaced by anything else. It is the natural spiritual skeleton of all our multi-national country. Everyone msut know it … The languages of the peoples of Russia are also an inalienable aspect of the unique culture of the peoples of Russia.” The speech is clear: Russia has a peculiar, unique culture whose multinational unity is woven by the language, the center, the main structure of it´s culture. According to Putin, the non-Russians languages are not property of the State as the Russian language is, but belong to their respective peoples. The Constitution guarantees their study, but voluntarily and not mandatory like the mother tongue. “To force someone to study a language which is not his native tongue is impermissible”, said the President. The exception is the Russian, mandatory in all whole country.

          According to Golbe, Putin treated non-Russians cultures from the perspective of turism and public events, so that the Russians could get to know another cultures, noting that the development and popularization of these regions are of extremely importace given that Russia "is unique in the multiplicity of it´s nature and national traditions". It turns out that the President made reference only to the extraterritorial national communities, municipalities and regional officials, but not to the ethnic groups which have their own republics with their own laws according to their culture. In Golbe´s view, this is a "silence that spoke more loudly" given  the importance of these regions in the formation and structure of the country.

          The emphasys in the peculiarity of the Russian culture is a recurrent narrative in Putin´s speeches, who usually evokes espiritual and civilizational issues when he addresses this theme. It clear in his speech of the July 20th that the Russian culture is the link that unites the multiethnic nation, a prevailing culture.

          This Putin´s view can be better understood by distinguishing the role of each national group within Russia, historically constructed as a multinational empire. In her PhD thesis in Sociology at the University of São Paulo Ser russo em São Paulo ("To be Russian in São Paulo"), Russian-born Svetlana Ruseishvili, based in Brazil, seeks to answer the question: "What is to be Russian?" to mark her field approach. Ruseishvili reminds us that Russia must be understood according to the imperialistic nature of it´s state, where the ethnical and civic dimensios of being Russian aren´t totally separeted (all ethnic Russians are Russian citizens, as well as all non-ethnic Russian who lives within the country´s border).

          Ruseishvili explains that as the Empire expanded from the 16th century onwards, various ethnic groups were incorporated into it´s domain, creating different citizens categories according to their ethnic identity. The assimilation obeyed geographical and cultural criteria, and the people "with little degree of citizenship" received a inferior administritve and political status. The author says:        
"The concern of an Empire in organizing it´s conquered territories in a segregated way, giving to some greater cultural and political weight than to others, created a conception of ethnical belonging as an inherent attribute of each individual, being imutable and inherited." (p. 179)
          The sociologist uses the idea of common language to explain the so-called "Russian world". Understanding the Russian world through the ideia of common language, the term acquires a conception that is similar to that of the Russian Academy, conceptualized as:
"...a transnational cultural space whose main element is the Russian language. With no doubt, the ideological dimension of this concept cannot be ignored: the Russian world is first and foremost a world of Russian colonization, with it´s history of 'russificiation' of the new territories as the main strategy of cultural assimilation." (p. 182)
          And she continues:
"However, the result of these policies has become a conception of ethnic nationality based primarily on linguistic belonging. In this way, the Russian language, a language difficult for non-native speakers, has become the univeral common denominator for a multilingual and multinational country like Russia. Paraphrasing Elias, the Russian language effectively changed in an institution that allows to speak of the existence of a national habitus in Russia" (p. 182) 
          Before this part, Ruseishvili reproduces passages written by the German sociologist Norbert Elias, for whom the national counscience, the personality of a people, "cristallize in institutions that have the responsability of ensuring" that several different people acquire the same national habitus. For him, the common language is the "most immediate" example of this habitus

          It was on the basis on the common usage of the anguage which the Russian sociologist defined who the Russians and their descendents are in São Paulo. The language "is the central element of understanding of what I have called here 'to be Russian'". This is the delimiting factor of this social group´s bounderies capable of giving it internal cohesion and that allows people of different ethnicities to present themselves as Russians without exposing their original identity. In this way, Ruseishvili delimited her field research where, in addition to ethnic Russians, she approached Jews, Ukrainians, Bessarabians and Lithuanians all as Russians.
  
          For Russians, therefore, the Russian language is the national habitus and element of the culture that manifest itsefl more directly in national institutions. In this case, the school would be the main vehicle and disseminator of the language. Goble doesn´t speak about the school in Putin´s speech, but this can be implied given it´s role as propagator of the civic and national values. For the Portuguese historian Fernando Catroga, in the book "Between God and Ceasers", the school is responsible for instilling civic values in people:
"In appealing to the needing of education to provide a common moral and social education, it demanded the sharing of common values and ideas about the world and life (...), worldliness that the action of the political power (...) would have to become hegemonic in order to 'create' rationalistic and patriotic citizens. What, as we saw, didn´t exempt the socializing role, if not from a civil religion (...), at least some kind of 'secular' or 'civic religion'" (p. 302-303)

               The Catroga´s quotation occurs within his analysis of the Church-State relationship in an historical perspective to highlight the school´s role in propagation of values. This is particularly relevant in Russia because of the strong state´s role in social life, where even the church was under it´s direct influence. For centuries the political authority was above the religious authorities with several moments of tension. The church was submissive to political power not only during the Soviet period, as Ruseishvili relates, but throughout all period since the reign of Peter, the Great. According to the British historianl Benedict H. Sumner, in 1721 the emperor abolished the Patriarchate of the Russian Orthodox Church and replaced it by an administrative board, the Holy Synod. The emperor Alexander I went further: in 1824 he appointed a chief prosecutor (in practice a minister of state) to lead the Synod. This situations lasted until the Russian Revolution in 1917. With the restauration of the Patriarchate in 1918, however, came it´s submition to a body directly linked to the CPSU and the massive anti-religious persecution, particularly in 1929 and 1937. Today, even though Church and State are oficially separeted, in practice there´s a relation of dependence and mutual support: the church is tied to the ctate and depends on it for it´s revival and maintenance (the reconstruction of churches and monasteries detroyed during the Soviet period was supported and financed by the Kremlin and the new oligarchs); on the other hand the state seeks support and legitimacy in the church as way of uniting the country and exalting nation sentiment.

               From this we can conclude that the Russian state isn´t only an administrator of the public affairs, but above all a structure which seeks to embrace the whole of society and, therefore, to define the role and values that it must bear. Looking at the country´s history described by Sumner, as the Russian state expands, it also expands it´s activities within various domains of public life, particularly since the Peter the Great administration. In Russia, State and society walk thogether or, to be more exact, the State walks above the society and even the Church.   

          When Golbe says that Putin didn´t make reference to non-Russian republics, but only the nations without their own territory, it´s implied that the priority of the Russian language over all others goes beyond the school and embrace the entire state apparatus. This doesn´t means that these groups don´t have their own state apparatus capable of propagating the mother tongue, but rather that these languages are of secundary importance to the national project of promotion of the Russia´s mother tongue.             

          I don´t intend here to qualify what Putin said, but to conclude this brief analysis by stating that for what we call Russia, the Russian ethnicity doens´t prevail over the others only in number (equivalent to 82% of the country´s population), but also formally through official promotion of their mother tongue. In this way, the state acts to promote national and territorial unity through a specific culture, but without necessarily depreciate other cultures, since there´s no legally prohibition of teaching the language of the non-Russian ethnicity.

          Meanwhile the evocation of the "Russian world" along with ethnic and linguistic contours as a vector of the Moscow´s foreign policy is a concern for neighbours like Ukraine, Georgia and Moldova, which have military presence of Russia, as well as for other countries of the former USSR, which witness the "multiplication" of Russian citizens by granting citizenship to it´s inhabitants. In this way the Russian world enlarges legally and Moscow starts to claim the right over these populations. But this already is another problem.

A língua como elo de uma nação: a Rússia e o mundo russo

          No último dia 20 de julho, o presidente da Rússia Vladimir Putin fez um pronunciamento no Conselho Presidencial sobre Assuntos Interétnicos na cidade de Yoshkar-Ola, capital da pequena república de Mari El, sobre as relações interétnicas no país. A república possui em torno de 700 mil habitantes, sendo em torno de 47% de russos e 43% da etnia mari, cuja descendência pertence aos povo fino-úgricos, originários do norte e leste europeu e que possuem interação com a etnia russa.

          De acordo com o analista americano Paul A. Goble, especialista em questões étnicas e religiosas da Eurásia, em seu discurso Putin afirmou que todos os não-russos étnicos deveriam aprender a língua russa, ao passo que os russos não étnicos não deveriam ser obrigados a aprender a língua das repúblicas em que habitam e que são caracterizadas culturalmente pelo grupo étnico predominante. Goble adota um postura crítica a este discurso afirmando que ele aplica dois pesos e duas medidas no que se refere ao status étnicos dos grupos que compõe a Rússia, privilegiando os russos étnicos em detrimento das demais etnias e estimulando as paixões nacionais de ambos os lados.

          Golbe transcreve o comentário de Putin, que diz: “A língua russa para nós é uma língua estatal, a língua da comunicação interétnica, e ela não pode ser substituída por nada. É o esqueleto espiritual natural de todo o nosso país multinacional. Todos devem saber isto... As línguas dos povos da Rússia são também o aspecto inalienável da cultura única dos povos da Rússia". O discurso é claro: a Rússia possui uma cultura peculiar, única, cuja unidade multinacional é tecida pela língua, o centro, a estrutura principal de sua cultura. Segundo Putin, as línguas não russas não são propriedade do Estado como é a língua russa, mas pertence aos seus respectivos povos. A Constituição garante o estudo delas, mas de forma voluntária, e não obrigatória como a língua pátria. "É inadmissível forçar alguém a estudar uma língua que não e sua língua nativa", disse o presidente. A exceção cabe ao russo, obrigatório em todo o país.

          Segundo Golbe, Putin tratou das culturas não russas sob a ótica do turismo e eventos públicos, de forma que os russos pudessem conhecer outras culturas, destacando que o desenvolvimento e a popularização destas regiões é de extrema importância dado que a Rússia "é única na multiplicidade de sua natureza e tradições nacionais". Acontece que o presidente fez referência unicamente às comunidades nacionais extraterritoriais, aos municípios e aos oficiais regionais, mas não às etnias que possuem repúblicas próprias com leis próprias conforme sua cultura. Na visão de Golbe, isto é um "estrondoso silêncio" dada a importância dessas regiões na formação e estrutura do país.

          A ênfase na peculiaridade da cultura russa é uma narrativa recorrente nos discursos de Putin, que normalmente evoca questões de ordem espiritual e civilizacional quando aborda este tema. Fica claro no seu discurso do dia 20 que a língua russa é o elo que une toda a nação multiétnica, uma cultura prevalecente.

          Esta visão de Putin pode ser melhor compreendida com a distinção dos papéis de cada grupo nacional dentro da Rússia, construída historicamente como um império multinacional. Em sua tese de doutorado em Sociologia pela Universidade de São Paulo Ser russo em São Paulo, a russa Svetlana Ruseishvili, radicada no Brasil, procura responder  à pergunta "o que é ser russo?" para balizar sua abordagem de campo. Ruseishvili lembra que a Rússia deve ser compreendida segundo a natureza imperialista de seu Estado, onde as dimensões étnicas e cívicas de ser russo não estão totalmente separadas (todo o russo étnico é cidadão russo, bem como todo o não russo étnico que vive dentro das fronteiras do país é também um cidadão russo).

          Ruseishvili explica que na medida em que o Império se expandia a partir do século XVI, diversas etnias foram incorporadas ao seu domínio, criando diferentes categorias de cidadãos segundo sua identidade étnica. A assimilação obedecia critérios geográficos e culturais, e os povos "com pouco grau de cidadania" recebiam um status administrativo e político inferior. Diz a autora:
"A preocupação de um Império em organizar seus territórios conquistados de modo segregado, conferindo-se a alguns peso cultural e político maior que a outros, criou uma concepção de pertencimento étnico como atributo inerente a cada indivíduo, sendo ele imutável e herdado" (p. 179)
          A socióloga utiliza-se da ideia de língua comum para explicar o chamado "mundo russo". Ao compreender o mundo russo através da ideia de língua comum, o termo adquire uma concepção que é similar à da Academia russa, conceituado como: 
"...um espaço cultural transnacional cujo elemento principal é a língua russa. Sem dúvida, a dimensão ideológica desse conceito não pode ser ignorada: mundo russo é antes de tudo um mundo de colonização russa, com sua longa história de 'russificação' dos novos territórios como a principal estratégia de assimilação cultural." (p. 182)
E continua:
"Contudo, o resultado dessas políticas se transformou um concepção de nacionalidade étnica que se baseia, sobretudo, no pertencimento linguístico. Dessa maneira, a língua russa, uma língua de difícil acesso para os não nativos, tornou-se denominador comum universal para um país multilinguístico e multinacional como a Rússia. Parafraseando Elias, a língua russa se modificou efetivamente em uma instituição que permite falar da existência de um habitus nacional na Rússia." (p. 182)  
          Antes desta parte, Ruseishvili reproduz passagens escritas pelo sociólogo alemão Norbert Elias, para quem a consciência nacional, a personalidade de um povo, "cristaliza-se em instituições que têm a responsabilidade de assegurar" que várias pessoas diferentes adquiram o mesmo habitus nacional. Para ele, a língua comum é o exemplo "mais imediato" deste habitus.

          Foi com base na uso comum da língua que a socióloga russa definiu quem são os russos e seus descendentes em São Paulo. A língua é "o elemento central de compreensão daquilo que chamei aqui de 'ser russo'". Este é o fator delimitador das fronteiras deste grupo social capaz de dar-lhe coesão interna e  que permite que pessoas de diferentes etnias se apresentem como russos sem expor sua identidade original. Desta forma, Ruseishvili delimitou sua pesquisa de campo onde, além de russos étnicos, abordou judeus, ucranianos, bessarábios e lituanos todos como russos.

          Para os russos, portanto, é a língua russa o habitus nacional e o elemento da cultura que se manifesta de forma mais direta nas instituições nacionais. Neste caso, a escola seria o principal veículo e divulgador da língua. Goble não fala da escola no discurso de Putin, mas isto pode ser subentendido devido ao seu papel como propagador de valores cívicos e nacionais. Para o historiador português Fernando Catroga, é a escola a responsável por inculcadora de valores cívicos nas pessoas: 

"Ao apelar para a necessidade de o ensino ministrar uma educação moral e social comum, ele exigia a partilha de ideias e valores comuns acerca do mundo e da vida (...) mundividência que a ação ativa do poder político (...) teria de tornar hegemônica para se poder 'fazer' cidadãos patriotas e racionalistas. O que, como se viu, não dispensava o papel socializador, se não de uma religião civil (...), pelo menos uma espécie de 'religião laica' ou 'cívica'" (p. 302-303)

          A citação de Catroga ocorre dentro da análise que o ele faz da relação Igreja-Estado numa perspectiva histórica para destacar o papel da escola na propagação de valores. Isto é particularmente relevante na Rússia devido ao forte papel do Estado na vida social, onde até mesmo a Igreja esteve sob sua influência direta. Por séculos a autoridade política esteve acima das autoridades religiosas, com diversos momentos de tensão. A Igreja esteve submissa ao poder político não apenas durante o período soviético, como relata Ruseishvili, mas durante todo o período desde o reinado de Pedro, o Grande. Segundo o historiador britânico Benedict H. Sumner, em 1721 o imperador aboliu o Patriarcado da Igreja Ortodoxa Russa e o substituiu por uma junta administrativa, o Santo Sínodo. O imperador Alexandre I foi mais longe: em 1824 nomeou um procurador chefe (na prática um ministro de Estado) para dirigir o Sínodo. Esta situação perdurou até a Revolução Russa em 1917. Com a restauração do Patriarcado em 1918, porém, veio sua submissão a um órgão vinculado diretamente ao PCUS e a massiva perseguição antirreligiosa, particularmente em 1929 e 1937. Hoje, mesmo que Igreja e Estado sejam oficialmente separados, na prática há uma relação de dependência e apoio mútuo: a Igreja está atrelada ao Estado e deste depende para seu reavivamento e manutenção (a reconstrução de igrejas e monastérios destruídos durante o período soviético foi apoiada e financiada pelo Kremlin e os novo oligarcas); por outro lado e o Estado busca apoio e legitimidade na Igreja como forma de unir o país e exaltar o sentimento nacional.

          Disto podemos concluir que o Estado russo não é apenas um administrador das questões públicas, mas acima de tudo uma estrutura que procura abraçar toda a sociedade e, portanto, definir o papel e os valores que ela deve carregar. Observando a história do país descrita por Sumner, na medida em que o Estado russo se expande, expande também sua atuação nos diversos domínios da vida pública, particularmente a partir da gestão de Pedro, o Grande. Na Rússia, Estado e sociedade caminham juntos ou, para ser mais exato, o Estado caminha acima da sociedade e mesmo da Igreja.

          Quando Golbe afirma que Putin não fez referência às repúblicas não russas, mas apenas às nações sem território próprio, fica subentendido que a prioridade da língua russa sobre as demais vai além da escola e abraça todo o aparato estatal. Isto não significa que estes grupos não possuam um aparelho estatal próprio capaz de propagar a língua materna, e sim que estas línguas têm importância secundária frente ao projeto nacional de promoção da língua pátria da Rússia

          Não pretendo aqui qualificar o que Putin disse, mas concluir esta breve análise afirmando que para o que chamamos de Rússia, a etnia russa não prevalece sobre as demais apenas em número (equivalente a 82% da população do país), mas também formalmente através da promoção oficial de sua língua materna. Desta forma o Estado age para promover a unidade nacional e territorial através de uma cultura específica, mas sem necessariamente depreciar outras culturas, dado que legalmente não há proibição do ensino das línguas de etnias não russas.

          Já a evocação do "mundo russo" conforme contornos étnicos e linguísticos como vetor da política externa de Moscou é uma preocupação para vizinhos como Ucrânia, Geórgia e Moldávia, que possuem presença militar da Rússia, bem como para outros países da antiga URSS, que assistem à "multiplicação" de cidadãos russos através da concessão de cidadania aos seus habitantes. Desta forma o mundo russo se amplia legalmente e Moscou passa a reivindicar o direito sobre estas populações. Mas este já é outro problema.

Russia's attempt to influence the course of the United States

Between August and October last years there was a sudden deterioration of the relationship between Russia, the West in general and the US in particular, when the Democratic Party National Committee was hacked by the Russians, the deploy of Iskander-M missils in Kaliningrad and many diplomatic divergences regarding Syrian Civil War. After the US elections, on November 8th, the level of tension dropped down. The news I´ve followed in the internet and comments from political analysts pointed to a rapprochment between then-elected President Donald Trump and his colleague Vladimir Putin, some of his advisers to the Kremlin and a possible Russian interference in the electoral process.

The hypothesis I raised was that, failing to secure Trump´s victory (above all the Hillary´s defeat, widely demonized by the Russian elite), Russia bet on an escalation in military tension to frighten US public opinion aiming to influence decisively the elections. This attitude can be summarized by the statment of Vladimir Zhirinovsky, Kremlin´s ally and leader of the Liberal Democratic Party of Russia (LDPR), known for his agressive nationalism and extremist positions, that if Americans voted to Hillary, "it´s war. There will be Hiroshimas and Nagasakys everywhere."

For the Kremlin´s joy Trump won, Zhirinovsky celebrated the victory cheering with a toast of sparkling wine with his co-workers and Duma effusivelly applauded when the elections final result was announced.

An example of the tension decrease was the Kremlin´s reaction to the expulsion of 35 Russian diplomats from the US and the requirement to return two complex they used in the states of Maryland and New York. The order was given on December 29, 2016 by then-President Obama, and both mesures should be enforced within two days. Washington also extended executive powers to impose sactions on agents who attack the US institutions. By this way, Obama enlarged the already imposed sanctions on Moscow encompassing the Federal Security Service (FSB), the Main Directorate of Intelligence (GRU) under direct Putin´s authority, four GRU´s members and three companies that provide materials to this intelligence service. An American cybersecurity analyst has defined this Washington´s action as "the biggest retaliatory move against Russian espionage since the Cold War".

The Kremlin was expected to respond in the same way or even exaggeratadly, such as the responses to the US political sanctions it has suffered in recent years. Putin, however, didn´t react this way. He officialy stated that "we [Russia] will not resort to irresponsable 'kitchen' diplomacy but will plun our further steps to restore Russian-US relations based on policies of the Trump Administration", in addition refusing to take mesures againts US diplomats´ families and wishing to Obama and Trump New Year congratulations. That is: Putin simply didn´t respond to the Obama´s action, depriving it of it´s political pourpose. Through Twitter, Trump praised the Russian colleague´s wait and reiterated the appreciation for his intelligence. As for interest in reducing tensions, there was a clear tuning between Putin and Trump.

A few weeks after Trump´s inauguration on January 20th, the tuning between both the presidents was already suffering interferences. As I commented in this blog in last March, Trump appointed James Mattis, strong NATO supporter, as Secretary of Defense, and at the UN explicitly condemned the annexation of the Crimea by Russia, that was initial cause of the economic sanctions that Washington and the EU imposed on Moscow. This conviction came on February 3rd, just the 14th day of the Trump´s presidency, that still waits for the return of the Crimea to Ukraine and an effective action by Russia to curbe the violence in this country. Because of these attitudes, the White House has shown to recognize Russia as the conflict´s cause in Ukraine. (It should also be noted that on April 11th Trump officialy approved the entry of Montenegro as the 29th member of NATO, countering the Russians in a region sensible to their interests.)

On the other hand, the Trump government began rehearsing a rapprochement with Moscow. US, European and Arab officials have reported the existence of secret US-Russia negotiations for this purpose. According to a lenghty Washington Post report, the United Arab Emirates government has organized a meeting between the founder of security firm Blackwater and financier of Trump´s campaing, Erik Prince, and a Putin´s close associate. The meeting would aim to establish a channel for dialogue between Washington and Moscow behind official contact mechanisms and would have occcured around January 11th in Seychelles Islands, a small country in the Indian Ocean where a member of the Emirates government had a private island. The negotiations agenda would involve reviw Russian alliances in Middle East in exchange of a possible easing on economic sanctions. For the Emirates, the interest would be to cut off Russian support to Iran and Syria, regional rivals of the Persian Gulf monarchy.

The cooling in rapprochment came in Syria. Trump authorized the surprise military attack on the Shayrat air base in the early hours of April 7th in response to the chemichal attack likely carried out by the Assad regime on day 4 to the northwestern town of Khan Shailkhun. Among many other developments, one of them was the following disegangement between Washington and Moscow, that accused the US of attacking a "soverign country". The Kremlin suspended the direct line of communication (besides conflicting information among US officials) between American and Russian armies that allowed the informations exchange on the aircrafts to avoid conflicts and unintetional attacks between both. It also promised to strengthen Syria´s aerial defense system and to protect the country´s infrastructure. This last point isn´t new, given that on December 28, 2016 a Israeli high-resolution sattelite caught two Russian army´s vehicles at the Latakia military base, on the coast of the country, used to move Iskander-M missils, the ones mentioned in the beggining of this text and capable of carrying nuclear warheads. The images confirmed a suspicion already in existence, which shows that such missils has been in the place for some time, and that Syria, regardless of the recent crisis with the US, is of utmost strategic importance to Russia.

Despite Russia´s strong complaint, the US Secretary of State, Rex Tillerson, was in Moscow a week after the American attack. At the last minute, Tillerson met with Putin for two hours after a talk to his colleague Sergey Lavrov. According to witnesses, the meeting with Putin revelaed an old intimacy between the two, known from various meetings in the past, and disassociated from the tense atmosphere of the visit. While Russia said there was no proof that the chemical attack was carried out by the Assad´s regime, the US was saying the opposite. For Trump it was "likely" that the Kremlin would know that Assad was planning the chemical attack, while Tillerson said diplomatically that still there was no clear evidence of this. On both sides there was a consensus that the relationship between the two countries has worsened greatly. For Lavroy the US foreign policy was "contradictory" and difficult to understand, and one reason for this would be the fact that Tillerson hasn´t yet filed all vacancies on the State Department. These positions show more insecurity than a real worsing, since there was signs of cooperation, among them the reestablishment of the direct line of communication on the US and Russian aircrafts that fly over Syria and the fight against terrorist organizations. The crisis in Ukraine and the Russian hacking in the American elections were to be discussed in another occasion. There are, however, a number of issues that have not yet been clarified in the Russia-US relations.

Domestic politics may also have weight in the attack on Syria. For Putin an external crisis helps to cultivate his figure of strong man to the Russian people, for Trump there´s vantage that, in opposing the Russian interests in Syria with the attack, he distances himself from the accusation that people of his inner circle would have links with the Kremlin, as well diverting public´s attention from the investigations in the issue.

Finally, we arrived at a crucial point: Steve Bannon´s loss of influence in political decisions of the White House. Bannon was Chief Strategist of the Trump´s campaign and is the current Chief Strategist of the presidency and his Senior Conselor. Since the beggining of the current mandate, the evolution of the president´s advisory groups has diminished the Bannon´s influence on political decisions. The most explicit case was the disagreement between him and Trump´s son in law and senior adviser, Jared Kusher, on the decision to attack Syria in response to the chemical attack on April 4th. For Bannon it wasn´t of the US interest to carry on the attack, whereas Kusher wanted a punishement to Assad. The divergence between them would correspond to an ideological split among the White House aides: on one hand the "nationalist" groups determined to prioritize the US national interest proposed by the Trump´s campaing and on the other the "democrat" group with some members of the Democratic Party that, por it´s tradition, has an internationalist inclination.

The nationalism of Bannon is related to Eurasianism, current of though whose main promoter is Alexander Dugin, with whom the American shares many of the values. Both see themselves as nationalists, tradition defenders and have aprecciation for theories of history and study of civilizations linking these subjects to political, economic and moral issues. His sympathy for Eurasianism and Putin was clear in the conference that Bannon attended in the Vatican in 2014. People close to Bannon translated into English the main Dugin´s book, The Fourth Political Theory, that set forth the basis of his though, a reformed Eurasianism known as Neo-Eurasianism. For Dugin Bannon is an ideological ally. This helps to explains the enthusiastic support that the Russian gave to the Trump´s election still in the Republican primaries, when Bannon was his chief strategist. Despite Trump to be "tough, rude, (...) emotional", said Dugin, he´s an "extremely successful ordinary American", "it is the true America". The Russian ideologist called Americans to vote to Trump, since he would get back to the US domestic problems and would leave mankind alone, "tired of American hegemony and it´s destructive policy".

With Trump´s inauguration, however, Dugin was disappointed with some of his policies, such as the Washington´s decision to demand that Russia give Crimea back to Ukraine, but definitely gave up with the US attack on Syria. For him, Bannon was the "last hope" in Washington, but given the Trump´s action, whom he called "mad neo-con", hopes for and alliance between Americans and Russians disappeared.

It´s clear the association between the Bannon´s loss of power in the White House, the attack on Syria and the crisis with Russia. It´s clear, but no fully explained, since other elements not ananlyzed in this text, such as the departure of ancient members of the Trump´s campaing and government, such as Paul Manafort and Michael Flynn, were also factors that indirectly contributed to disturb a rapprochement with Moscow. Manafort was Viktor Yanukovich´s strategist, a Kremlin´s ally, in the presidencial campaign of 2010 for president of Ukraine. Flynn, a former US Army general, has more obvious ties: he has personal contacts with the Kremlin, having attended the 10-year anniversary gala dinner of the state television Russia Today, whose chief editor, Margarita Symonian, is an enthusiastic supporter of the Russian president. Putin was present alongside the military officer. Flynn appears regularly on the channel conducting reviews on international politics.

Despite the political turmoil between Washington and Moscow, there are some signs of willingness (or opportunism) from both sides to reestablish closeness shaken by the attack on Syria. In addition to the aforementioned meeting between Tillerson and Putin in the Kremlin, Trump received in the White House the Russian minister Lavrov and the country´s ambassador in Washington Sergei Kislyak. Kislyak is key figure in the political crisis of the Trump government by his contacts with Flynn still in the US electoral campaign. According to an American newspaper, in the meeting the president would have disclosed confidential information from the secret services to the Russians. Despite complaints from US politicians, the White House National Security Advisor has called the information "false", and the newspaper´s sources aren´t mentioned in the report. Anyway, the Trump´s reception for Lavrov and Kislyak shows there´s an attempt from both sides to normalize the Washington-Moscow relationship regardless the intentions at stake.

Given the above reports, it´s possible to perceive that the great political and military tension between Russia and the Western countries in the second half of 2016 had as one of it´s targets to influence the US elections. It´s difficult to mesure how much the Russians are capable and how much they actually did to interfere in the election, as this interference is under FBI investigation and the USA is a country of continental dimensions. Although American media to be strongly concentrated in a few corporations, people still have a huge variety of media. Therefore, the hypothesis that the Russians have used military pressure as means of influencing the US public opinion is plausible. In uncertanty of domestic efficacy, the explicit external threat was used.

The joy by Duma with Trump´s victory, the explicit gesture by Putin to not react to the expulsion of 35 Russian diplomats by Obama (seen by the Kremlin as one more provocation by this government) and the massive support of Russian media to the Republican are public signals that there was interest of Moscow in Trump´s victory. For Russia it was also important to avoid as worsening of relations given country´s difficulty in simultaneously mantaining a military escalation throughout it´s Western portion and a direct involvement in the wars in Syria and Ukraine in a time of economic crisis.

The shuddering of tuning between Trump and Putin began with a series of Washington´s mesures that were against Moscow, such as mantaining the sanctions linked to the annexation of the Crimea, condenming of the Russian action in Ukraine, reaffirming of compromisse with NATO and it´s expansion, and the domestic political struggle. The Trump government has members that were influenced by ideological sources sympathetic to Russia, like Bannon, and people with sympathies and/or the means of approaching both sides, like Flynn. Add to this the Russian influence in US electoral process, destabilizatin factor of the government. Trump has a plenty of reasons not to show his willingness of approaching to the Russians and cover up members ideologically sympathetic to Russia: this avoids attack from opponents and the media (the later has been a harsh critic of the Republican since primaries). So far, however, there was no public desagreement between Washington and Moscow. Or, in Dugin´s words, Trump was still tolerable. Untill the attack on Syria.

Contrary to Dugin´s wishes, Tillerson´s recent meetings with Putin in the Kremlin and Lavrov´s with Trump in the White House show that, despite the crisis in the relationship, Washington and Moscow remain willing to hold talks at the high level. In the same way there´s an attempt to create a deeper and more discret link, such as the meeting held in Seychelles Island, so that the contact is mantained ar at least informally. Two things, however, need to be taken into account: first, that the Kremlin is always a source of uncertainty for a variety of reasons, since the lack of political transparency to the Executive´s relationship with the secret service, and the Trump government, led by a noob in politics, is still seeking to stabilize amid turbulences and domestic adjustments; second, that Russia, following it´s messianic and revolutionary "tradition" of which the present government is heir, is willing to continue the struggle to expand it´s influence throughout the world and subdue the post-Cold War world system. And for this it will have to subdue the USA.

There are also many other elements that would help to complete and improve this text. I could also do other ramifications and deepenings by questioning: a) what happened at the Seychelles meeting and it´s possible consequences (and to what extend the Washington Post report is true); b) the real reason of the attack on Syria; c) the Flynn´s role in Trump government and the possibility of he being a communication channel with the Kremlin; d) possible contacts of the Attorney General Jess Sessions with the Russians during US election (not commented in this text); e) the means and impacts of the Russian trolls a propaganda in the USA; d) the American media´s role, largely critical of Trump, and that possibly exaggerates Russia´s power in Washington and; g) the reasons and consequences of the recent dismissal of FBI Director James Comey, who was responsable for investigating the potential commitment of the Trump government with Russia.

Russia´s actions fit in a global strategy to undermine democracy and liberalism in the West. There are a plenty of reasons to suppose that the Kremlin will continue to do so. But the next steps of the US-Russian relationship are still unpredictable.
