With the oficial announcement of creation of the Ukrainian Orthodox Church of the Kyiv Patriarchate on January 5th this year, the Russian Orthodox Church lost canonical (religious) jurisdiction over the Ukrainian territory after 332 years. In 1686, the Ecumenical Patriarchate of Constantinople had placed then Kyiv Patriarchate under the Moscow's authority, expanding canonical territory of the latter. At the time, what is now known as "Ukraine" had a territory very diferent than today. Constantinople revoked this inclusion in the <a href="https://www.patriarchate.org/announcements/-/asset_publisher/MF6geT6kmaDE/content/communiq-1?_101_INSTANCE_MF6geT6kmaDE_languageId=en_US">Announcement of October 11th last year</a>.</div>

Without a direct religious influence, both the Russian Church and the Russian government has lost much of their ability of culturally and politically influence the Ukrainian population. As we recurrently see, Patriarch Kirill and President Putin often appear in public together and have a very similar discourse when it comes to define the country's identity, a task that the Kremlin has taken for itself and uses as one of its political and ideological foundations.</div>

This political and cultural link between Church and State in Russia makes the power an element of action and reaction to events involving the religious sphere.</div>

According to <a href="http://euromaidanpress.com/2018/11/18/for-putin-ukrainian-autocephaly-is-as-bad-for-russia-as-ussrs-disintegration-and-something-he-wont-tolerate-illarionov-says/">Paul Goble</a>, the Western countries don't understand the Russia's reaction to events of such magnitude as the current religious quarrel. For Moscow, it means to give up its historical imperial role. The creation of the Ukrainian Church dimembered from the Russian Church means the retraction of the Russia's role in the world, and directly on the neighboring peoples. Since Putin can do nothing about it, at least not directly, Goble's expectation is a much more negative action than that waited by the West and the neighboring countries, which generally underestimate a Russian reaction. The takover of the Crimea and the start of the war in Ukraine in response to the protests of 2013-14 that overthrew Yanukovich, Moscow's political ally, is the most evident example of this. </div>

There are other elements which can contribute to a Russia's aggressive reaction and that apparently have nothing to do with the religious issue. The conflict in Ukraine may be an environment and the justification of this reaction. In a paper published on February 1st, political scientist <a href="https://www.atlanticcouncil.org/blogs/ukrainealert/russia-looks-to-strike-at-ukraine-s-south-again">Andreas Umland</a> points to a possible unraveling of the conflict, which has the potential to move from the Donbas region to the Azov Sea, which bathes ports of Mariupol and Berdyansk, important for eastern Ukraine. The capture of 24 Ukrainian sailors by the Russian navy on the Kerch Strait last November 25th signals this possibility. Umland cites four factors for this possible geographical shift of the conflict: the lack of West's reaction to the Kerch Strait crisis (12 days after the article, a <a href="https://www.foreign.senate.gov/press/ranking/release/senators-introduce-bipartisan-legislation-to-hold-russia-accountable">US Senate bipartisan commission</a> has done a legislation to apply new sanctions on Moscow due, among other things, to this crisis), the absence of international monitoring organizations in the Azov Sea, the viability of the new Kerch Strait Bridge inaugurated by Russia in May 2018 (too much expensive and underutilized), and the precarious drinking water service in the Crimea.<br />

If Goble is right, the Russia's strong annoyance due the creation of the new Ukrainian Church may be a fifth factor, not properly geopolitical, but as <i>motivator </i>for an aggressive reaction by the Kremlin.<br />

But some actions would be in progress. According to the Ukrainian Security Service (SBU) (also reported by the <a href="https://risu.org.ua/en/index/all_news/community/scandals/74646/">Religious Information Service of Ukraine</a>, an inter-religious profile agency), Russian spies and security services from Donbas would be recruiting Ukrainians to arson churches run by Orhodox priests who left the Ukrainian Church of the Moscow Patriarchate to join the new Church of the Kyiv Patriarchate. In return, they would receive U$ 2.000 for the service. The agent should film the action to prove the attack and then would have the money deposited into his bank account. The SBU states to have aborted the recruiting of an Ukrainian. This would be an action not only to intimidate the territorial expansion of the Kyiv's Church, but also to punish those who would be "traitors" according to the Kremlin.<br />

The country inherited from Soviet Union the instrumentalization of the Russia Church for its foreign policy. Church and State work together in this matter, in which the Church becomes a beneficiary of the political order created by the State. An example is the Crimea itself, where the <a href="https://www.rferl.org/a/ukraine-orthodox-church-crimea/29785401.html">only Ukranian Church's parish</a>, in Simferopol, is at risk of losing operating permission for not adapting to Russian legislation. According to the law, religious groups can only own properties with a register with the State, what the Ukrainian Church could not do, since the country it represents doesn't recognize the Crimea as part of Russia. Another case was the <a href="https://www.telegraph.co.uk/news/worldnews/europe/france/7037751/French-cathedral-declared-Russian-property.html">ownership of the St. Nicholas Cathedral in Nice, France, by the Russian state</a>, in January 2010. In 2007, the Kremlin had filed a lawsuit in French court alleging that the ownership of the cathedral by the exiled community from Revolution of 1917 has expired after 99 years. With the case won, Russia received, in addition to the building, around 300 rare religious icons. This kind of procedure is a way of promoting the Russian culture abroad and expanding what Moscow calls the "Russian world".<br />

Another Russia's possible action would be by judicial procedure, not in Ukraine, but in Turkey. The PhD in law and director of a research institute in Moscow, <a href="https://www.statoechiese.it/images/uploads/articoli_pdf/Ponkin.M_Opinion.pdf?pdf=opinion-on-act-decision-adopted-by-the-holy-synod-of-the-patriarchate-of-co">Igor Ponkin</a>, lists a series of crime that Bartholomew I, the Ecumencial Patriarch of Constantinople, would have commited by nullifying the decision of the Synodal Letter of 1686 (and by publishing the Tomos of autocephaly of the Ukrainian Church on January 5th, that the author doesn't analyze). Bartholomew (whom Ponkin calls by the civil name Dimitrios Arhondis, disqualifying him for the position) would have made a false annulment of the old decision, stating that the current legal language is innocuous in relation to the terminology of the time. Ukraine, that at the time didn't exist as such, also had a very difrerent territory. Ponkin accuses the Patriarch of serious crimes under the Lausanne Treaty of 1923, and the Constitution and Penal Code of Turkey, where he lives, suggesting a criminal action against him. Bartholomew would be violating nine articles of these three laws, among them promoting a social convulsion in a foreign country from Turkey, incitating inter-religious hatred (in Ukraine and Turkey), and promoting a war between Russia and Ukraine. The Ponkin's position is clear: Bartholomew would not be a legitimate Patriarch, and it would be up to Turkey (in line with Russia) to take the appropriate legal measures.<br />

While Russia doesn't act explicitly on the religious issue, analysts keep speculating its possible reactions. Based on recent history, we will still see what the Kremlin will do to compensate the lost position.<br />

Com o anúncio oficial da criação da Igreja Ortodoxa Ucraniana do Patriarcado de Kiev em 5 de janeiro deste ano, a Igreja Ortodoxa Russa perdeu jurisdição canônica (religiosa) sobre o território ucraniano depois de 332 anos. Em 1686, o Patriarcado Ecumênico de Constantinopla havia colocado o então Patriarcado de Kiev sob a autoridade de Moscou, expandindo o território canônico deste último. Na época, o que se conhece hoje como "Ucrânia" possuía um território muito diferente da atual. Sem uma influência religiosa direta, tanto a Igreja Russa com o governo russo perderam grande capacidade de influenciar cultural e politicamente a população ucraniana. Como vemos recorrentemente, o Patriarca Kirill e o presidente Putin costumam aparecer juntos em público e possuem um discurso muito similar quando se trata de definir a identidade do país, tarefa que o Kremlin tomou para si e utiliza como um de seus fundamentos políticos e ideológicos.<br />

Este vínculo político e cultural entre Igreja e Estado na Rússia faz do poder um elemento de ação e reação aos acontecimentos que envolvem a esfera religiosa.</div>

Para Moscou, isto significa abdicar de seu histórico papel imperial. A criação da Igreja Ucraniana desmembrada da Igreja Russa significa a retração do papel da Rússia no mundo, e de forma direta sobre os povos vizinhos. Como Putin não pode fazer nada a respeito, ao menos não diretamente, a expectativa de Goble é uma ação muito mais negativa do que a esperada pelo Ocidente e países vizinhos, que geralmente subestimam uma reação russa. A tomada da Crimeia e o início da guerra na Ucrânia em resposta aos protestos de 2013-14 que derrubaram Yanukovich, aliado político de Moscou, é o exemplo mais evidente disto. <br />

Há outros elementos que podem contribuir para uma reação agressiva da Rússia e que aparentemente nada têm a ver com a questão religiosa. O conflito na Ucrânia pode ser o ambiente e a justificativa desta reação. Num paper publicado em 1º de fevereiro, o cientista político <a href="https://www.atlanticcouncil.org/blogs/ukrainealert/russia-looks-to-strike-at-ukraine-s-south-again">Andreas Umland</a> aponta um possível desenrolar do conflito, que tem potencial de se deslocar da região de Donbas para o Mar de Azov, que banha os portos de Mariupol e Berdyansk, importantes para o leste ucraniano. A captura dos 24 marinheiros ucranianos pela marinha russa no Estreito de Kerch em 25 de novembro passado sinaliza esta possibilidade. Umland cita quatro fatores para essa possível mudança geográfica do conflito: a falta de reação do Ocidente à crise do Estreito de Kerch (12 dias depois do artigo, uma <a href="https://www.foreign.senate.gov/press/ranking/release/senators-introduce-bipartisan-legislation-to-hold-russia-accountable">comissão bipartidária do Senado americano</a> formatou uma legislação para aplicar novas sanções sobre Moscou devido, entre outras coisas, a esta crise), a ausência de organizações internacionais de monitoramento no Mar de Azov, a viabilidade da nova Ponte do Estreito de Kerch inaugurada pela Rússia em maio de 2018 (muito cara e subutilizada) e o precário serviço de água potável na Crimeia.<br />

Se Goble estiver correto, o forte desagravo da Rússia com relação à criação da nova Igreja Ucraniana pode ser um quinto fator, não propriamente geopolítico, mas como um <i>motivador</i> para uma ação agressiva por parte do Kremlin.<br />

Mas algumas ações estariam em andamento. Segundo o Serviço de Segurança da Ucrânia (SBU) (divulgado também pelo <a href="https://risu.org.ua/en/index/all_news/community/scandals/74646/">Serviço de Informações Religiosas da Ucrânia</a>, uma agência de perfil inter-religioso), espiões russos e serviços de segurança de Donbas estariam recrutando ucranianos para incendiar igrejas administradas por padres ortodoxos que saíram da Igreja Ucraniana do Patriarcado de Moscou para ingressar na nova Igreja do Patriarcado de Kiev. Em troca, receberiam U$ 2000 pelo serviço. O agente deveria filmar a ação para comprovar o ataque e então teria o dinheiro depositado em sua conta bancária. A SBU firma ter abortado o recrutamento de um ucraniano. Esta seria uma ação não apenas para intimidar a expansão territorial da Igreja de Kiev, como também para punir os que seriam "traidores" segundo o Kremlin. <br />

O país herdou da União Soviética a instrumentalização da Igreja Russa para sua política externa. Igreja e Estado trabalham juntos neste aspecto, na qual a Igreja se torna beneficiária da ordem política criada pelo Estado. Um exemplo é a própria Crimeia, onde a <a href="https://www.rferl.org/a/ukraine-orthodox-church-crimea/29785401.html">única paróquia da Igreja Ucraniana</a>, localizada em Simferopol, corre o risco de perder permissão de funcionamento por não se adaptar à legislação russa. De acordo com a lei, grupos religiosos só podem possuir propriedades com um registro junto ao Estado, o que a Igreja Ucraniana não poderia fazer, dado que o país que ela representa não reconhece a Crimeia como parte da Rússia. Outro caso foi a <a href="https://www.telegraph.co.uk/news/worldnews/europe/france/7037751/French-cathedral-declared-Russian-property.html">posse da Catedral São Nicolas em Nice, na França, pelo Estado russo</a>, em janeiro de 2010. Em 2007, o Kremlin havia entrado com um processo na justiça francesa alegando que a posse a catedral pela comunidade exilada da Revolução de 1917 havia expirado após 99 anos. Com a causa ganha, a Rússia recebeu, além do edifício, em torno de 300 ícones religiosos raros. Esta transferência de propriedade é uma forma de promoção da cultura russa no exterior e de expansão do que Moscou chama de "mundo russo".<br />

Outra ação possível da Rússia seria por via judicial, não na Ucrânia, mas na Turquia. O doutor em direito e diretor de um instituto de pesquisa em Moscou, <a href="https://www.statoechiese.it/images/uploads/articoli_pdf/Ponkin.M_Opinion.pdf?pdf=opinion-on-act-decision-adopted-by-the-holy-synod-of-the-patriarchate-of-co">Igor Ponkin</a>, lista uma série de crimes que Bartolomeu I, Patriarca Ecumênico de Constantinopla, teria cometido ao anular a decisão da Carta Sinodal de 1686 (e divulgado o Tomos de autocefalia da Igreja Ucraniana em 5 de janeiro, que o autor não analisa). Bartolomeu (que Ponkin chama pelo nome civil Dimitrios Arhondis, desqualificando-o para o cargo), teria feito uma falsa anulação da antiga decisão, afirmando que a linguagem jurídica atual é inócua em relação à terminologia da época. A Ucrânia, que na época não existia enquanto tal, também possuía um território muito diferente. Ponkin acusa o Patriarca de crimes graves segundo o Tratado de Lausanne, de 1923, e a Constituição e o Código Penal da Turquia, onde reside, sugerindo uma ação criminal contra ele. Bartolomeu estaria violando nove artigos destas três leis, entre eles a promoção de uma convulsão social em país estrangeiro a partir da Turquia, a incitação ao ódio inter-religioso (na Ucrânia e na Turquia) e a promoção de uma guerra entre Rússia e Ucrânia. A posição de Ponkin é clara: Bartolomeu não seria um Patriarca legítimo, e caberia à Turquia (em consonância com a Rússia) tomar as medidas judiciais cabíveis.<br />

Last February 1st, Patriarch Kirill celebrated his 10 years at the head of the Russian Orthodox Church. The celebration was made at the State Palace in the Moscow Kremlin in presence of Vladimir Putin, President of Russia, Igor Dodon, President of Moldova, and political and religious authorities.<br />

In his speech, <a href="http://www.interfax-religion.com/?act=documents&div=275">Kirill said</a> the two major Christianity's challenges today are the reintegration of the Church into society, bridging the gap between them and reintroducing in people the values defended by the Christian faith, and the supposed absolute science's authority, which proposes technical progress at the expense of the ethical principles and the dissemination of transhumanism, a philosophy which bets on the "improving" of the human nature. Most of his speech was dedicated to these matters.<br />

At the beginning of his explanation, however, the Patriarch paid attention to the Ukraine's situation. He said that the new structure of the Ukrainian Orthodox Church of the Kiev Patriarchate (without quoting it directly), made official on last January 5th, consisted of a "pseudo-church structure consisting of schismatics". He blamed the Ukrainian authorities and the Constantinople Patriarchate for intruding into the canonical territory of the Ukrainian Church of the Moscow Patriarchate, and the Kyiv government for discriminating the Russian believers, take their churches and encourage inter-religious hatred.<br />

The statements on Ukraine repeated the accusation of persecution to the Orthodox of the Russian Church by the Ukrainian government that Kirill disclosed in a <a href="https://mospat.ru/en/2018/12/14/news167941/">letter sent on December 14th, 2018 to several political and religious leaders</a> of the world, such as Pope Francis, Archbishop of Canterbury Justin Welby, the head of the World Council of Churches Olav Fyske Tveil, the UN Secretary-General Antonio Guterres, Angela Merkel, Emmanuel Macron, among others. <br />

The presence of Putin and Dodon (Russian president's ally) in celebration of his enthronement, the political matter and the letter sent to civic and religious leaders show the Kirill's political action in national and foreign issues. Kirill is muche more than "only" the religious leader of the Russian Orthodox Church. He's also the disseminator of ideas which are shared by the Russian state, with whom he works in consonance.<br />

Before the Patriarch, <a href="https://www.youtube.com/watch?v=0zwxjYVkWYI&t=95s">Vladimir Putin made a speech of about 10 minutes</a>. He congratulated Kirill for the date, praised his work and extoled the actions of the Russian Orthodox Church in various fields of society, both inside and outside the country, establishing relationships with other peoples and churches. So that Putin recalled the Ukraine issue, making incisive statements and harshly condemning what he regarded as a "parasitizing" of the country's religious life by<span style="background-color: transparent; color: black; display: inline; float: none; font-family: "times new roman"; font-size: 16px; font-style: normal; font-variant: normal; font-weight: 400; letter-spacing: normal; text-align: justify; text-decoration: none; text-indent: 0px; text-transform: none; white-space: normal; word-spacing: 0px;"> the Kiyv government</span>, whose project "is not related to faith, but a false one". He was tougher in comparing the Kiyv's action which, in April, through Parliament, called for the creation of an autocephalous Ukrainian Orthodox Church, accepted on October 11th by Constntinople, to the Bolcheviks, who persecuted, controlled and murdered almost all of the Orthodox religious in the former USSR, mainly between 1918 and 1939.<br />

The president said that the Russian authorities will never accept the interference of the state in the Church's affairs, manly abroad, and that they "reserve the right to react and do everything to protect human rights, including freedom of religion".<br />

The 1993 Constitution of Russia guarantees <a href="https://www.constituteproject.org/constitution/Russia_2008.pdf">Church-State separation</a> (Article 14) since the effective separation by <a href="https://biblicalstudies.org.uk/pdf/rcl/19-1-2_119.pdf">Law on Religious Freedom and Religious Association</a> signed on October 1st, 1990 by Mikhail Gorbachev and reaffirmed it in a <a href="http://reafirmada%20em%20nova%20lei%20em%2026%20de%20setembro%20de%201997%2c%20onde%20reconhece%20o%20papel%20especial%20no%20pa%c3%ads%20da%20igreja%20ortodoxa%20russa%20e%20o%20islam%2c%20o%20juda%c3%adsmo%20e%20o%20budismo%20como%20%22religi%c3%b5es%20tradicionais%22./">new law of September 26th, 1997</a>, where recognizes the special role in the country of the Russian Orthodox Church and gives special recognition to Islam, Judaism and Buddhism, the so-called "traditional religions".<br />

The religious freedom, however, has been restricted in Russia, especially after introduction of a series of amendments to the anti-terrorism laws known as <a href="http://www.forum18.org/archive.php?country=10">Yarovaya Law</a>, passed on June 24th, 2016. Under the pretext of combating extremism, the law made registration, property ownership and missionary action of religious groups more difficult, especially the religions considered "non-traditional" and that refuse to register officially with the state. The groups most affected were Christian minorities and Eastern religions. One of the most visible consequences was the ban of <a href="https://www.sova-center.ru/files/religion/jw-decision.docx">The Administrative Center of the Jeovah's Witnesses in Russia</a> on April 20th, 2017. All its facilities were owned by the state and the religious activities were banned. Baptist Christian were also persecuted, and until a few months ago there were around twenty of their members in jail. Despite being largely privileged for being a majority, to be considered one of the traditional religions and to enjoy agreements with public institutions such as universities, some religious of the Russian Orthodox Church have been complained of restrictions imposed on minority groups by the government.<br />

Putin's accusation against Kyiv government also fit to Donbass region in a war waged by pro-Russian fighters with Moscow's support. There have been several allegations of violation of religious freedom, including the murdering of four Protestant religious, as <a href="https://iphronline.org/wp-content/uploads/2015/07/when_god_becomes_the_weapon_may2015.pdf">pointed out in a document</a> of the Belgium's IPHR organization in partnership with the Ukraine's CCL as early as April 2015. These persecutions are promoted by battalions such as The Most Glorious Legion of Don, made up by Cossacks self-proclaimed defenders of the Orthodox faith, and the Russian Orthodox Army, led by the main Russian fighter, Igor Strelkov. Some religious and priests of the Russian Orthodox Church, although not in the majority, have supported these fighters. Ukraine would be the only country in the world where there's an armed conflict of Christians against Christians.<br />

There are speculations of how Putin will react to the loss of the Ukraine's canonical territory. Some experts believe that the Kremlin could <a href="http://euromaidanpress.com/2018/11/18/for-putin-ukrainian-autocephaly-is-as-bad-for-russia-as-ussrs-disintegration-and-something-he-wont-tolerate-illarionov-says/">react militarily</a> in a way of giving new impetus to the war in neighboring country. In this context, the <a href="https://www.rt.com/news/444853-russia-ukraine-ships-conflict/">Kerch Strait crisis</a> could be a bait to trigger new military action.<br />
<br />
On December 22nd, five days after the Unification Council in Kyiv chose Epiphanius as leader of the new Ukrainian Orthodox Church, <a href="https://windowoneurasia2.blogspot.com/2018/12/moscow-patriarchate-hopes-to-expand.html">Patriarch Kirill said</a> the Russian Church should analyze the possibility of a new concordat with the Russian state in order to deep cooperation between both; should rethink its action for the unity of Ortodoxy, broken on October 15th, and seek in Vatican an ally in this regard (given Francis' posture, the Catholic Church will do its utmost to not displease Moscow in the name of ecumenical dialogue); and should work to expand its influence abroad. These guidelines point directly to the need to reverse the territorial loss in Ukraine, the prestige of the Church in Orthodoxy and of Russia in the world stage. <br />
<br />
According to Yuri Ruban, high official of the Kyiv's Presidential Administration, <a href="https://risu.org.ua/en/index/all_news/orthodox/moscow_patriarchy/74556/">Kirill intends to go to Ukraine</a> and to visit Pechersk Lavra (Cave Monastery), one of the major spiritual center of the Orthodox world and where, according to the <a href="https://mospat.ru/en/2018/12/14/news167941/">letter of December 14th</a>, the Ukrainian authorities would be trying to private its use by Russian Church's monks. The trip would aim, among other things, to support pro-Russian candidates for country's presidency, whose election will be on March 31st. For Yuri, the Kremlin is using the faith to politically influence the Ukrainian voters.<br />
<br />
Even if Kirill goes to Ukraine without any political pretension, his single presence would demand a huge security scheme and a complicated negotiation between two countries whose relations have worsened to much since 2014. Its to be expected also the reaction of nationalist groups, including anti-Russia extremists. Needless to say that this would provoke more tension in the region. This would give Russia excuses to retaliate any Ukrainian action, such as the supposed invasion of the Russian territorial waters in the case of the Kerch Strait.<br />
<br />
As much as a Patrarch's visit is religiously legitimate (and even if Kirill and Putin didn't take the same tune in their speeches as on the occasion of the 10-year celebration of the Patriarch's enthronement, or that Church-State separation in Russia constituted a strict secularism), this would be the occasion for Moscow to make excuses and act politically and militarily in Ukraine.<br />
<br />
In addition to the strong political divergences that erupted with Euromaidan in the end of 2013, the seizure of the Crimea and the ensuing war in 2014, for the expert Taras Kuzio the formation of the Ukrainian Orthodox Church is another chapter (perhaps definitive) of the <a href="https://www.atlanticcouncil.org/blogs/ukrainealert/how-putin-lost-ukraine-for-good">loss of Ukraine by Russia</a>. This is the hardest blow on Putin's claim to restore the Russian Empire.<br />
<br />
While the trip remains at the level of possibility, the Ukrainians expect a Russian reaction for the loss of Ukraine. For a while, Putin continues only in rethoric.<br />

A liberdade religiosa, porém, tem sofrido restrições na Rússia, principalmente após a introdução de uma série de emendas às leis de combate ao terrorismo conhecida como <a href="http://www.forum18.org/archive.php?country=10">Lei Yarovaya</a>, aprovada em 24 de junho de 2016. Sob pretexto de combate ao extremismo, a lei dificultou o registro, a posse de propriedades e a ação missionária de grupos religiosos, principalmente das religiões consideradas "não tradicionais" e que se recusam a se registrar oficialmente junto ao Estado. Os grupos mais afetados foram minorias cristãs e religiões orientais. Todas suas instalações passaram às mãos do Estado e as atividades religiosas foram proibidas. Cristãos batistas também foram perseguidos, e até há poucos meses havia em torno de vinte de seus membros na cadeia. Apesar de ser grandemente privilegiada por majoritária, ser considerada uma das religiões tradicionais e gozar de acordos com instituições públicas como universidades, alguns religiosos da Igreja Ortodoxa Russa têm reclamado das restrições imposta pelo governo a grupos minoritários.</div>

As acusações de Putin sobre o governo de Kiev também servem à região de Donbass numa guerra promovida por combatentes pró-Rússia com apoio de Moscou. Há diversas denúncias de violação da liberdade religiosa, inclusive com o assassinato de quatro religiosos protestantes, como <a href="https://iphronline.org/wp-content/uploads/2015/07/when_god_becomes_the_weapon_may2015.pdf">apontou um documento</a> da organização IPHR da Bélgica em parceria com a CCL da Ucrânia ainda em abril de 2015. Há especulações de como Putin reagirá à perda do território canônico da Ucrânia. Alguns analistas consideram que o Kremlin poderia <a href="http://euromaidanpress.com/2018/11/18/for-putin-ukrainian-autocephaly-is-as-bad-for-russia-as-ussrs-disintegration-and-something-he-wont-tolerate-illarionov-says/">reagir militarmente</a> no sentido de dar novo fôlego à guerra no país vizinho. Neste contexto, a <a href="https://www.rt.com/news/444853-russia-ukraine-ships-conflict/">crise do Estreito de Kerch</a> poderia ser uma isca para desencadear uma nova ação militar.<br />

Em 22 de dezembro, cinco dias após o Concílio da Unificação em Kiev escolher Epifânio como líder da nova Igreja Ortodoxa Ucraniana, o <a href="https://windowoneurasia2.blogspot.com/2018/12/moscow-patriarchate-hopes-to-expand.html">Patriarca Kirill afirmou </a>que a Igreja Russa deveria analisar a possibilidade de uma nova concordata com o Estado russo no sentido de aprofundar a cooperação entre as partes; deveria repensar sua ação em prol da unidade da Ortodoxia, rompida em 15 de outubro, e buscar no Vaticano um aliado neste sentido (e, dada a postura de Francisco, a Igreja Católica fará o possível para não desagradar Moscou em nome do diálogo ecumênico); e deverá trabalhar para expandir sua influência no exterior. Estas diretrizes apontam diretamente para a necessidade de reverter a perda territorial na Ucrânia, o prestígio da Igreja na Ortodoxia e da Rússia no cenário mundial.<br />

Conforme Yuri Ruban, alto funcionário do Gabinete Presidencial do governo de Kiev, <a href="https://risu.org.ua/en/index/all_news/orthodox/moscow_patriarchy/74556/">Kirill pretende ir à Ucrânia</a> e visitar Pechersk Lavra (Monastério das Cavernas), um dos grandes centros espirituais do mundo ortodoxo e onde, segundo a <a href="https://mospat.ru/en/2018/12/14/news167941/">carta de 14 de dezembro</a>, as autoridades ucranianas estariam tentando privar seu uso por monges da Igreja Russa. A viagem teria como objetivo, entre outras coisas, apoiar os candidatos pró-Rússia à presidência do país, cuja eleição será em 31 de março. Para Yuri, o Kremlin está usando a fé para influenciar politicamente os eleitores ucranianos.<br />

Mesmo que Kirill vá à Ucrânia sem qualquer pretensão política, sua simples presença exigiria um enorme esquema de segurança e uma complicada negociação entre dois países cujas relações pioraram muito desde 2014. É de se esperar, também, reação de grupos nacionalistas, inclusive de extremistas anti-Rússia. Não é necessário dizer que isto provocaria mais tensão na região. Isto daria à Rússia pretextos para retaliar qualquer ação ucraniana, a exemplo da suposta invasão das águas territoriais russas no caso do estreito de Kerch.<br />

Por mais que uma visita do Patriarca seja religiosamente legítima (e mesmo que Kirill e Putin não adotassem o mesmo tom nos seus discursos como na ocasião da comemoração de dez anos de entronização do Patriarca, ou que a separação Igreja-Estado na Rússia constituísse uma laicidade estrita), esta seria a ocasião para Moscou arranjar pretextos e agir política e militarmente na Ucrânia.<br />

Além da das fortes divergências políticas que explodiram com a Euromaidan no final de 2013, a tomada da Crimeia e a guerra que se seguiu em 2014, para o analista Taras Kuzio a formação da Igreja Ortodoxa Ucraniana é mais um capítulo (talvez definitivo) da <a href="https://www.atlanticcouncil.org/blogs/ukrainealert/how-putin-lost-ukraine-for-good">perda da Ucrânia pela Rússia</a>. Este é o mais duro golpe na pretensão de Putin de restaurar o Império Russo.<br />

Enquanto a viagem mantém-se no plano das possibilidades, os ucranianos esperam uma reação russa à perda da Ucrânia. Putin, por enquanto, continua apenas na retórica. </div>

Russian mercenaries of the Wagner Group, who have acted in Syria and Ukraine, arrived to Caracas aiming of securing the safety of Nicolás Maduro and other senior Venezuela's authorities. The report in English was initially disclosed, on January 25th, by <a href="https://www.reuters.com/article/us-venezuela-politics-russia-exclusive/exclusive-kremlin-linked-contractors-help-guard-venezuelas-maduro-sources-idUSKCN1PJ22M">Reuters Agency</a>, but a survey by the <a href="https://jamestown.org/program/are-russian-mercenaries-ready-to-defend-venezuelas-maduro/">Jametown Foundation</a> showed that, indeed, the mercenaries were sent from Moscow, passing through Dakar (Senegal), Ciudad del Leste (Paraguay) and Havana (Cuba), before arriving to the Venezuelan capital by a comercial flight on 22nd. The semmingly erratic trip's trajectory raises the hypothesis that it was planned for not raising suspicions.</div>

According to Jamestown, Russian mercenaries arrived in Venezuela as early as May 2018, before the current political crisis, which bean in January with Maduro's inauguration for a new term as president. The new group of combatants was, therefore, added to those already in the country. There would be up to 400 new mercenaries.</div>

Two days after the news on Reuters, several media outlets reported that Moscow denied sending these mercenaries. Jamestown comments, however, that in general the Russian authorities' reaction have been denial or silence on the matter. On January 23rd, the Kremlin's spokeswoman, Maria Zakharova, admitted that Russian private security companies operated in Sudan and came into contradiction with the Russian ambassador in the country, who in November 2018 had denied the fact. This lapse may be an indication that Russia seeks to keep silence on mercenaries hired by the government on behalf of state interests. There are Russian private companies also operating in Gabon and <a href="https://codastory.com/disinformation-crisis/foreign-proxies/russia-new-power-central-africa">Central African Republic</a>, as Coda agency has learned in detail.</div>

As <a href="https://arussiaeomundo.blogspot.com/2019/01/russia-declares-support-for-maduro-what.html">I commented in the last post</a>, Russia has much to lose with the fall of Maduro´s government, which is increasingly isolated internationally, but has explicit support, in addition to the Russians, China and Turkey. The government's fall would be the loss of contracts for large Russian companies, money for non-payment of loans (which Maduro have had difficulties to pay) and especially a space of political and military influence in a region close to the US. A geopolitical adversary besides Washington means the Moscow's triumph in its commitment for the corrosion of the US global leadership. Hence the dispute between of the two countries around Venezuelan crisis.</div>

So far, Moscow has given no indication that will send military personnel to Venezuela on the possibillity, even small, of a Washington's military intervention. Amid Venezuela's severe social, political and economic crisis, <a href="http://en.kremlin.ru/events/president/news/59724">Vladimir Putin has called for President Nicolas Maduro</a> to express support to his authority as country's president. Several countries around the world, such as US, Canada, France and Brazil, declared they don't recognize Maduro's new term and has considered Juan Guaidó, National Assembly's president, as the legitimate President in charge.<br />

In the message, Putin stated that "the worsening of the internal political crisis" is "provoked from outside the country", in allusion, although not exclusive, to the US, and that this interference is a "gross violation" of international law. <br />

Noting the votes at the UN, international alliances and statements of Moscow and Washington, mainly after Russia annexed the Crimea and started to sponsor a war in eastern Ukraine, its clear that Venezuela is an ally of the Russians and serves as a Kremlin's space of presence in a region traditionally influenced by the US.<br />

Last December, <a href="http://www.thedrive.com/the-war-zone/25469/russian-tu-160-bombers-fly-10-hour-caribbean-patrol-from-venezuela-drawing-ire-from-u-s">Russia sent two Tupolev Tu-160 Blackjacks bombers to Venezuela</a> to carry out military exercises with the local armed forces, where they stayed from day 10 to 14. On day 12, they performed aerial maneuvers lasting 10 hours over the Caribbean Sea. The Tu-160s were introduced in November 2017 and were designed to realize more than 10 thousands kilometers flights being capable to carry nuclear warheads.<br />

The bomber's presence in Venezuela was a <a href="http://tass.com/pressreview/1035596">double message to the US</a>, which recently abandoned a treaty over nuclear warheads singed with the Soviets in 1987 (Intermediate-Range Nuclear Forces Traty, INF, which <a href="https://www.cfr.org/backgrounder/uncertain-future-inf-treaty">Trump claimed of being violated several times by the Russians</a>) and has being raising the tone of criticism against Maduro's dictatorial government. It may also be a response to the support given to Ukraine by the Americans in the Kerch Strait crisis in November 2018. Secondarily, its also a message to <a href="https://arussiaeomundo.blogspot.com/2018/12/putin-promise-of-support-and-need-of.html">Jair Bonsonaro's Brazil</a>, the largest country in Latin America, which has been a harsh critic of Caracas and seeks an alignment with Washington.</div>

There's also the possibility of Russia <a href="http://www.thedrive.com/the-war-zone/25570/venezuela-agreed-to-let-russia-set-up-a-bomber-outpost-on-this-carribean-island-reports">establishing a military base in the Venezuelan island of La Orchila</a>, in the Caribbean Sea, what would ensure permanent presence of troops in the region and would supplant logistic difficulties, such as displacement and supply of aircrafts such as Tu-160. Although Russian interest in the place is more than then years old and this possibility is unclear, a base in La Orchila would imply in a change in US-led military security in the Americas. <br />

The Russian presence is also a way of reaffirming its <a href="https://meduza.io/en/feature/2019/01/24/what-does-russia-stand-to-lose-in-venezuela">aliance with Caracas</a>. Between 2016 and 2017, Moscow lent at least U$ 17 billion to Venezuela, and in December 2018 (when Maduro met Putin) promised U$ 6 billion more in investment in oil industry and gold exploration. Such debts are in part paid with oil and the participation of Russian state-owned Rosneft in Venezuelan PDVSA's businesses. In the political field, Maduro has been a staunch Moscow's supporter is its geopolitical actions, such as in Ukraine and neighbouring countries.<br />

The question that remains in these tension days for the Venezuelans is: will Russia act before the treat of a possible Maduro's downfall? In a tense moment, the possibility of Caracas asking Moscow for a last-minute help stays open since, such as Putin's phone call showed, if the current political crisis is caused by a foreign intrvention would be legitimate for other foreigners (the Russians) to come in denfense of Maduro. In addition, the Russians have much to lose with a possible government's downfall, not only money and contracts, but also a possible mid-term military presence in the Caribbean Sea, region traditionally influenced by Washington. The picture that hasn't been seen in the Americas since the 1962 Missile Crisis could repeat, albeit to a lesser extent than the tension which almost led the world to a nuclear war.<br />

Em dezembro passado, a <a href="http://www.thedrive.com/the-war-zone/25469/russian-tu-160-bombers-fly-10-hour-caribbean-patrol-from-venezuela-drawing-ire-from-u-s">Rússia enviou dois bombardeiros Tupolev Tu-160 Blackjacks à Venezuela</a> para realizar exercícios militares com as forças armadas locais, onde ficaram do dia 10 a 14 de dezembro. No dia 12, realizaram manobras aéreas com duração de 10 horas sobre o Mar do Caribe. Os Tu-160 foram apresentados em novembro de 2017 e foram projetados para realizar voos de mais 10 mil quilômetros de distância sendo capazes de carregar armas nucleares.</div>

A presença dos bombardeios na Venezuela foi um <a href="http://tass.com/pressreview/1035596">duplo recado para os EUA</a>, que abandonou recentemente um tratado sobre ogivas nucleares assinado com os soviéticos em 1987 (Tratado de Forças Nucleares de Alcance Intermediário, INF em inglês, que <a href="https://www.cfr.org/backgrounder/uncertain-future-inf-treaty">Trump acusou ter sido violado várias vezes pelos russos</a>) e vem aumentando o tom das críticas ao governo ditatorial de Maduro. Também pode ser uma resposta ao apoio dado pelos americanos à Ucrânia na crise do Estreito de Kerch, em novembro de 2018. Há também a possibilidade da Rússia <a href="http://www.thedrive.com/the-war-zone/25570/venezuela-agreed-to-let-russia-set-up-a-bomber-outpost-on-this-carribean-island-reports">estabelecer uma base militar na ilha venezuelana de La Orchila</a>, no Mar do Caribe, o que garantiria presença permanente de tropas na região e suplantaria dificuldades logísticas, como o deslocamento e abastecimento de aviões como o Tu-160. Ainda que o interesse russo no local tenha mais de dez anos e esta possibilidade não seja clara, uma base em La Orchila implicaria numa mudança da segurança militar das Américas liderada pelos EUA. </div>

A presença russa também é uma forma de reafirmar sua <a href="https://meduza.io/en/feature/2019/01/24/what-does-russia-stand-to-lose-in-venezuela">aliança com Caracas</a>. Entre 2016 e 2017, Moscou emprestou pelo menos U$ 17 bilhões à Venezuela, e em dezembro de 2018 (quando Maduro encontrou Putin) prometeu mais U$ 6 bilhões em investimentos na indústria de petróleo e na exploração de ouro. Tais dívidas são pagas em parte com petróleo e a participação da estatal russa Rosneft em negócios da venezuelana PDVSA. No campo político, Maduro tem sido um firme apoiador de Moscou nas suas ações geopolíticas, como na Ucrânia e países vizinhos. </div>

A questão que fica nestes dias tensos para os venezuelanos é: a Rússia vai agir ante a ameaça de uma possível queda de Maduro? Num momento de tensão, fica em aberto a possibilidade de Caracas pedir a Moscou ajuda de última hora, já que, como mostrou o telefonema de Putin, se a crise política atual é causada por interferência estrangeira seria legítimo que outros estrangeiros (os russos) viessem em defesa de Maduro. Ademais, os russos têm muito a perder com uma eventual queda do governo, não só dinheiro e contratos, mas também uma possível presença militar a médio prazo no Mar do Caribe, região tradicionalmente influenciada por Washington. O quadro que não se vê nas Américas desde a Crise dos Mísseis de 1962 poderia se repetir, ainda que num grau menor do que a tensão que quase levou o mundo a uma guerra nuclear.</div>

In recent days, the leader of the Ukrainian Greek Catholic Church, Metropolitan Sviatoslav Shevchuk, has made several statements to promote unity between Catholics and Orthodox and the long-term possibility that his church and the newly established Ukrainian Orthodox Church merge into only one. This is a very complicated thing, since the two groups have different dogmas and saints canonized by the defense of their respective traditions.<br />
<br />
In an <a href="https://risu.org.ua/en/index/all_news/confessional/interchurch_relations/74222/">interview</a> given on the day of Orthodox Christmas, on January 7th, Sviatoslav (called "Patriarch" by the Religious Information Service of Ukraine) stated that a unity is possible between the Greek Catholic and Orthodox churches in Ukraine based on the common inheritance of the Batism of Kievan Rus in 988, that began the Christianization of the Slavs. The common aspects of the culture such as liturgy, language and traditions certainly contribute for the unity, since the diaspora's Ukrainian Christians use the mother tongue in the liturgical rite, common to both churches, sometimes alternating Ukrainian with the receiving community's language. This union could be the creation of a <a href="https://aleteia.org/2019/01/13/do-changes-for-ukraines-orthodox-church-mean-unity-with-catholics-is-on-the-horizon/">Patriarchate of Kyiv recognized by both Rome and Constantinople</a> through an Eucharistic communion.<br />

Sviatoslav also mentioned the catholic-orthodox dialogue at a universal level. The Catholic Church's ecumenism has began with Pope Paul VI's decree <i><a href="http://www.vatican.va/archive/hist_councils/ii_vatican_council/documents/vat-ii_decree_19641121_unitatis-redintegratio_en.html">Unitatis Redintegratio</a></i>, published on November 21st, 1964, at the end of the Second Vatican Council, and was reinforced by Pope John II's encyclical <i><a href="http://w2.vatican.va/content/john-paul-ii/en/encyclicals/documents/hf_jp-ii_enc_25051995_ut-unum-sint.html">Ut Unum Sint</a></i>, dated May 25th, 1995. In these documents, the Holy See recognizes the reality of the sacrament of Orthodox communion (allowed to Catholics in specific circumstances) and places the Eucharist, baptism and apostolic succession as the main points of unity between the Catholic and Orthodox churches.<br />

Another point of direct Ukrainians' interest is the rejection of "uniatism", that is, the conversion of one community to another, as occurred with the Union of Brest of 1596, when Orthodox bishops of the Catholic kingdom of Polish-Lithuanian Commonwealth agreed with Rome the union and gave rise to the Sviatoslav's Ukrainian Greek Catholic Church.<br />

In his <a href="http://archeparchy.ca/news_details.php?news_id=653">visit</a> to Pope Francis at the Vatican on July 3rd, 2018, the Metropolitan talked about the relationship with Orthodox in Ukraine, who were then discussing the creation of only one church, and reaffirmed the compromise of rejection of uniatism. Thus, Sviatoslav reiterated another important element of ecumenism, stated in the Christmas' interview, which is the establishment of a constant dialogue with Orthodox through the <a href="http://www.vatican.va/roman_curia/pontifical_councils/chrstuni/sub-index/index_orthodox-ch.htm">Joint International Commission for Theological Dialogue Between the Catholic Church and Orthodox Church</a>. The body was <a href="https://w2.vatican.va/content/john-paul-ii/pt/speeches/1979/november/documents/hf_jp-ii_spe_19791130_dichiarazione-jpii-dimitrios.html">created by the Patriarch of Constantinoploe Dimitrius I and Jonh Paul II</a>, when this one traveled to Istambul, on November 30th, 1979. The Commission's ultimate goal is the restoration of the Christian Church's unity existing before de 1054 schism. Since then, it has been holding several meetings to seek the common basis of both churches, and then deal with the divergences. The joint rejection of uniatism came in the <a href="http://www.vatican.va/roman_curia/pontifical_councils/chrstuni/ch_orthodox_docs/rc_pc_chrstuni_doc_19930624_lebanon_en.html">Declaration of Balamand</a> (Lebanon) in the meeting of June 1993.<br />

The challenge and desire of the Ukrainian Metropolitan aren't easy at all, with pressure from the Russians and Holy See's guidance. With the Constantinople's <a href="https://www.patriarchate.org/announcements/-/asset_publisher/MF6geT6kmaDE/content/communiq-1?_101_INSTANCE_MF6geT6kmaDE_languageId=en_US">Announcement</a>, on October 11th, 2018, of the creation of an Ukrainian Church, the Moscow Patriarchate <a href="https://mospat.ru/en/2018/10/15/news165263/">broke relations</a> with the Ecumenical Patriarchate four days later. This placed the Holy See in a even more delicate position. On July 31st, 2018, Pope Francis had received at the Vatican a delegation led by Metropolitan Hilarion, head of the Department for External Church Relations of the Moscow Patriarchate. At the meeting, <a href="https://www.thetablet.co.uk/news/9170/francis-rules-out-interference-in-the-affairs-of-the-orthodox">Pope said</a> that Catholic Church (and the "Catholic Churches", an indirect statement to the Ukrainian Greek Catholic Church) should not interfere in the relationship among Orthodox and in the Russian Church, depriving other Catholics leaders to influence or express their views on the matter. Thus, the Holy See also presses for Ukrainians Catholics not influence the Orthodox issue in Ukraine, making the Sviatoslav's desire for unity more sensitive. <a href="https://mospat.ru/en/2018/10/19/news165499/">Moscow withdrew the Join International Commission</a>, of which the Ecumenical Patriarchate is a member, and choose to maintain with the papacy only bilateral relations.<br />

Since at least the 1960's, there has been a movement of Ukrainian Catholics for the <a href="https://www.jstor.org/stable/pdf/23918803.pdf?seq=1#page_scan_tab_contents">elevation of the Greek Catholic Church to the status of Patriarchate</a>. This would result in a strengthening of the national unity and, consequently, an approximation between Catholics and Orthodox in the country, increasing the chances of unity between the two churches. This at the expense of the Russian Church that, with the <a href="https://risu.org.ua/en/index/all_news/orthodox/constantinople_patriarchy/74166/">creation of the unified Ukrainian Orthodox Church on January 5th</a>, lost religious jurisdiction over the country after 332 years. Therefore, a Catholic Patriarchate would further alienate Ukraine from Russia which, with the seizure of the Crimea and the promotion of a war in the neighboring country in 2014, is loosing the battle for the restoration of a Russian Empire with its oficial Church.<br />

Given the <a href="https://orthodoxyindialogue.com/2019/01/18/metropolitan-epiphanius-attends-presentation-of-book-dialogue-heals-wounds-by-head-of-ukrainian-greek-catholic-church-his-beatitude-sviatoslav/">provisions</a>, however cautious, of the new Ukrainian Patriarch Epiphanius I (to be <a href="https://frontnews.eu/news/en/44591/Epiphanius-officially-announced-the-date-of-his-enthronement">enthroned on February 3rd</a>) of collaborating in dialogue with Catholics, the enthusiastic commitment of Sviatoslav and the Ecumenical Patriarch Bartholomew I in ecumenical dialogue and the Ukrainian Catholics' desire per decades of elevating their church to the status of Patriarchate can open the doors to a unity of the churches. If this happen in the future, the consequences will be overwhelming (in a good sense), since Orthodox civilization was constructed over the spread of Christianity in the Slavic world, which would drag hundreds of millions of people into unity with the West. This would directly help the promotion of peace worldwide.<br />
<br />
This is a hard mission that, according to the Catholic tradition, can only be accomplished by the Holy Spirit's action.<br />

O ecumenismo da Igreja Católica teve início com o decreto <i><a href="http://www.vatican.va/archive/hist_councils/ii_vatican_council/documents/vat-ii_decree_19641121_unitatis-redintegratio_po.html">Unitatis Redintegratio</a></i>, do Papa Paulo VI, publicado em 21 de novembro de 1964, ao final do Concílio Vaticano II, e foi reforçado pela encíclica <i><a href="http://w2.vatican.va/content/john-paul-ii/pt/encyclicals/documents/hf_jp-ii_enc_25051995_ut-unum-sint.html">Ut Unum Sint</a></i>, de João Paulo II, de 25 de maio de 1995. Nestes documentos, a Santa Sé reconhece a realidade do sacramento da comunhão ortodoxa (permitida aos católicos em circunstâncias específicas) e coloca a eucaristia, o batismo e a sucessão apostólica como os principais pontos de unidade entre as igrejas Católica e Ortodoxa. </div>

Outro ponto de direto interesse aos ucranianos é a rejeição do "uniatismo", ou seja, da conversão de uma comunidade à outra, como ocorreu com a União de Brest de 1596, quando bispos ortodoxos no reino católico da Comunidade Lituano-Polonesa acertaram com Roma a união e deram origem à Igreja Greco-Católica Ucraniana de Sviatoslav. </div>

Na <a href="http://archeparchy.ca/news_details.php?news_id=653">visita</a> que fez ao Papa Francisco no Vaticano em 3 de julho de 2018, o Metropolita conversou sobre a relação com os ortodoxos na Ucrânia, que então discutiam a criação de uma única igreja, e reafirmou o compromisso de rejeição do uniatismo. Saviatoslav reiterou, assim, outro elemento importante do ecumenismo, citado na entrevista de Natal, que é o estabelecimento de um diálogo constante com os ortodoxos através da <a href="http://www.vatican.va/roman_curia/pontifical_councils/chrstuni/sub-index/index_orthodox-ch.htm">Comissão Mista Internacional para o Diálogo Teológico entre a Igreja Católica Romana e a Igreja Ortodoxa</a>. O desafio e o desejo do Metropolita ucraniano não são nada fáceis, com pressão por parte dos russos e orientações da Santa Sé. Com o <a href="https://www.patriarchate.org/announcements/-/asset_publisher/MF6geT6kmaDE/content/communiq-1?_101_INSTANCE_MF6geT6kmaDE_languageId=en_US">Anúncio</a> de Constantinopla, em 11 de outubro de 2018, da criação de uma Igreja Ucraniana, o Patriarcado de Moscou <a href="https://mospat.ru/en/2018/10/15/news165263/">rompeu relações</a> com o Patriarcado Ecumênico quatro dias depois. Isto colocou a Santa Sé numa posição ainda mais delicada. Em 31 de julho de 2018, o Papa Francisco havia recebido no Vaticano uma delegação liderada pelo Metropolita Hilarion, chefe do Departamento para Relações Exteriores da Igreja do Patriarcado de Moscou. No encontro, o <a href="https://www.thetablet.co.uk/news/9170/francis-rules-out-interference-in-the-affairs-of-the-orthodox">Papa firmou</a> que a Igreja Católica (e as "Igrejas Católicas", uma indireta à Igreja Greco-Católica Ucraniana) não deveria interferir na relação entre os ortodoxos e na Igreja Russa, desautorizando que outros líderes católicos influenciassem ou opinassem sobre o tema<span style="font-family: inherit;">.<span style="color: white;"> <span style="-webkit-text-stroke-width: 0px; background-color: transparent; display: inline !important; float: none; font-style: normal; font-variant: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-align: justify; text-decoration: none; text-indent: 0px; text-transform: none; white-space: normal; word-spacing: 0px;">Desta forma, a Santa Sé também pressiona para que os católicos ucranianos não influenciem a questão ortodoxa na Ucrânia, tornando mais sensível o desejo de unidade de Sviatoslav.</span></span><span style="color: white;"> </span></span><a href="https://mospat.ru/en/2018/10/19/news165499/">Moscou se retirou na Comissão Mista Internacional</a>, da qual o Patriarcado Ecumênico faz parte, e optou por manter com o papado apenas relações bilaterais.</div>

Desde pelo menos a década de 1960, há um movimento de católicos ucranianos para a <a href="https://www.jstor.org/stable/pdf/23918803.pdf?seq=1#page_scan_tab_contents">elevação da Igreja Greco-Católica à condição de Patriarcado</a>. Isto resultaria num fortalecimento da unidade nacional e, por consequência, de uma aproximação entre católicos e ortodoxos no país, aumentado as chances de uma unidade entre as igrejas. Isto às custas da Igreja Russa que, com a<a href="https://risu.org.ua/en/index/all_news/orthodox/constantinople_patriarchy/74166/"> criação em 5 de janeiro da Igreja Ortodoxa Ucraniana unificada</a>, perdeu a jurisdição religiosa sobre o país depois de 332 anos. Portanto, um Patriarcado católico afastaria ainda mais a Ucrânia da Rússia que, com a tomada da Crimeia e a promoção de uma guerra no país vizinho em 2014, está perdendo a batalha pela restauração de um Império Russo com sua Igreja oficial.</div>

Dadas as <a href="https://orthodoxyindialogue.com/2019/01/18/metropolitan-epiphanius-attends-presentation-of-book-dialogue-heals-wounds-by-head-of-ukrainian-greek-catholic-church-his-beatitude-sviatoslav/">disposições</a>, ainda que cautelosas, do novo Patriarca ucraniano Epifânio I (a ser <a href="https://frontnews.eu/news/en/44591/Epiphanius-officially-announced-the-date-of-his-enthronement">entronizado em 3 de fevereiro</a>) de colaborar com o diálogo com os católicos, o empenho entusiasmado de Sviatoslav e do Patriarca Ecumênico Bartolomeu I no diálogo ecumênico e o desejo de décadas dos católicos ucranianos de elevar sua igreja à condição de Patriarcado pode abrir as portas para uma unidade das igrejas. Caso isto venha a ocorrer no futuro, as consequências serão avassaladoras (no bom sentido), dado que a civilização ortodoxa foi construída sobre a propagação do cristianismo no mundo eslavo, o que arrastaria centenas de milhões de pessoas à unidade com o Ocidente. Isto ajudaria diretamente na promoção da paz no mundo inteiro.</div>

Everything indicates that the relationship between Greece and Russia has worsened in recent months. The cause would be the Prespa Agreement, which the Greeks made with Macedonia, and its effects to the region's geopolitics, traditionally influenced by the Russians for at least two hundred years. </div>

The <a href="https://vmacedonia.com/politics/opinions/prespaagreement-explained-simplifiedpart1.html">Prespa Agreement</a>, signed on June 17th, 2018, resolved a dispute between Greece and Macedonia over the latter's name. Athens complained that the nomenclature was a reference to the historical region north of its territory on the border with Macedonia, and there could be claim from neighbors as to ownership of the site. With the Agreement, the country will have to take a series of administrative measures and will be called Republic of North Macedonia.<br />

Indeed, the small Balkan country could claim to join into the UE and NATO, becoming the military alliance's 30th member. The late country to join the alliance was small Montenegro, in April 2017, with the US support. The non-blocking of Macedonia's entry into these two organizations is the only Greek compromise in the agreement.<br />

That's where the problem lies between Greece and Russia. NATO is the main Moscow's military adversary, and it was the agreement closed with Greece that made viable the Macedonia's entry. Due to the name dispute, Athens had been blocking the Skopje's entry into both NATO and the European Union. </div>

Just before making his trip to Serbia on January 17th, Vladimir Putin said the deal was achieved through <a href="http://www.balkaninsight.com/en/article/russian-president-to-visit-serbia-01-16-2019">political pressure</a>. In this case, by the West. This in a country whose <a href="http://www.balkaninsight.com/en/article/after-prespa-macedonia-must-restore-trust-in-democracy-01-14-2019">democratic regime is still fragile</a>. And that entry into NATO should bring more instability in an already unstable region. Its not necessary to repeat here that the Kremlin's main headache is the Western military alliance. Any organization's movement provokes reaction on the other side. And vice versa. </div>

To keep in mind the sensitivity of the region in the dispute between NATO and Russia, let us recall the Montenegro's cause that <a href="https://arussiaeomundo.blogspot.com/2016/06/protests-political-crisis-and-foreign.html">I commented in this blog</a>. From September 2015 until at least May 2016, various protests erupted in Montenegro against the government, who then pleaded for NATO entry. Demonstrators complained this plan, as well as the curtailing freedom of the press, lack of democracy and calling for resignation of then-Prime Minister Mila Djukanovic, who has been in power for more than twenty years. The main opposition leaders were favorable of a closeness to Russia, and went to Moscow to seek for political support for the change of government. They promised to end the the economic sanctions against the Russians and making Montenegro a "neutral" country between a Serbia allied of Moscow and European countries linked to NATO and the EU. <br />

On October 16th, 2016, Djukanovic suffered a coup attempt. Some of its perpetrators were arrested. Some group's members were Russians and/or fled to Russia. Besides the great tension, Montenegro joined NATO in April 2017.<br />

Returning to Greece, discomfort with Russia caused Greeks Independent party's departure from the government coalition composed with Syria bloc of the Prime Minister Alexis Tsipras. An unusual alliance, given IG is a party with a fascist profile and the Syriza a left and far-left bloc.<br />

<div style="text-align: justify;">
As I commented in two postings in June 2015 (<a href="https://arussiaeomundo.blogspot.com/2015/06/uma-grecia-mais-proxima-da-russia.html">here</a> and <a href="https://arussiaeomundo.blogspot.com/2015/06/duas-notas-importantes-sobre-grecia.html">here</a> - in Portuguese), the Kremlin was one of those responsible for sewing the alliance and considered Tsipras a staunch Russia's ally. A list of factors linked Athens to Moscow: the government elected in January 2015 closed a gas sale agreement with Gazprom in February and agreed to extend the Turkish Stream gas pipeline, from the same company, until Greece in June; in 2016, Syriza voted against the EU's economic sanctions against Moscow in the European Parliament; in 2013, Alexander Dugin was in Greece for a lecture invited by the future Greek foreign minister, Niko Kotzias, calling to make Greece a Russia's means of influence in the European bloc, and in another occasion he suggested the name of Tsipras for the Greek government.<br />
<br />
Konstantin Malofeev, an oligarch promoter of the Kremlin's foreign policy and under the economic sanctions of the EU, was the financier of Dugin's contacts in Greece. One of the Independent Greeks' deputy was head of Greek-Russian Alliance, an organization dedicated to promoting the relations between the two countries. Both Tsipras and IG's members have been in Russia several times promising to lift the economic sanctions and promote an alliance with Moscow.<br />

Therefore, Greece's agreement with Macedonia not only went against the history of closeness between Greeks and Russians, as it hit the government coalition and the Kremlin's plan for Europe. Again, the pivot of all history was the great Russian adversary, the main barrier to the Eastern forces, NATO. <br />

Tudo indica que a relação entre Grécia e Rússia piorou nos últimos meses. A causa seria o Acordo de Prespa, que os gregos fecharam com a Macedônia, e os efeitos disto para a geopolítica da região, tradicionalmente influenciada pelos russos há pelo menos duzentos anos.</div>

O <a href="https://vmacedonia.com/politics/opinions/prespaagreement-explained-simplifiedpart1.html">Acordo de Prespa</a>, assinado em 17 de junho de 2018, resolveu uma disputa entre Grécia e Macedônia sobre o nome deste último país. Atenas reclamava que a nomenclatura era referência à região histórica ao norte de seu território na fronteira com a Macedônia, e poderia haver reivindicação dos vizinhos quanto à posse da área. Com o acordo, o país terá de tomar uma série de medidas administrativas e passará a se chamar República da Macedônia do Norte (ou Setentrional).</div>

Com efeito, o pequeno país dos Bálcãs poderá pleitear a entrada na UE e na OTAN, tornando-se o 30º membro da aliança militar. O último país a ingressar na aliança foi o pequeno Montenegro, em abril de 2017, com apoio dos EUA. O não-bloqueio da entrada da Macedônia nessas duas organizações é o único compromisso grego no acordo.<br />

É aí que mora o problema entre Grécia e Rússia. A OTAN é a principal adversária militar de Moscou, e foi o acordo fechado com a Grécia que tornou viável a entrada da Macedônia. Devido à disputa pelo nome, Atenas vinha bloqueando a entrada de Skopje tanto na OTAN quanto na União Europeia. </div>

Pouco antes de fazer sua viagem à Sérvia em 17 de janeiro, Vladimir Putin disse que o acordo foi conseguido por <a href="http://www.balkaninsight.com/en/article/russian-president-to-visit-serbia-01-16-2019">pressão política</a>. Neste caso, do Ocidente. Isso num país cujo <a href="http://www.balkaninsight.com/en/article/after-prespa-macedonia-must-restore-trust-in-democracy-01-14-2019" style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;">regime democrático ainda é frágil</a>. E que a entrada na OTAN deve trazer mais instabilidade numa região já instável. Não é necessário repetir aqui que a principal dor de cabeça do Kremlin é a aliança militar do Ocidente. Qualquer movimentação da organização provoca reação do lado oposto. E vice-versa.</div>

Para termos em mente a sensibilidade da região na disputa entre OTAN e Rússia, relembremos o caso de Montenegro que <u><span style="color: #000120;"><a href="https://arussiaeomundo.blogspot.com/2016/06/protestos-crise-politica-e-ingerencia.html">comentei neste blog</a></span></u>. De setembro de 2015 até pelo menos maio de 2016, diversos protestos irromperam em Montenegro contra o governo, que então pleiteava a entrada OTAN. Os manifestantes reclamavam deste plano, bem como o cerceamento à liberdade de imprensa, a falta de democracia e pediam a renúncia do então primeiro-ministro Mila Djukanovic, há mais de vinte anos no poder. Acontece que os principais líderes da oposição eram favoráveis a uma proximidade com a Rússia, e foram a Moscou buscar apoio político para a mudança de governo. Prometeram pôr fim às sanções econômicas contra os russos e fazer de Montenegro um país "neutro" entre uma Sérvia aliada de Moscou e países europeus vinculados à OTAN e a UE. </div>

Em 16 outubro de 2016, Djukanovic sofreu uma tentativa de golpe de Estado. Alguns de seus perpetradores foram presos. Alguns membros do grupo eram russos e/ou fugiram para a Rússia. Apesar da grande tensão, Montenegro ingressou na OTAN em abril de 2017</div>

Voltando à Grécia, o mal-estar com a Rússia causou a debandada do partido Gregos Independentes da coalização governista composta com o bloco Syriza do primeiro-ministro Alexis Tsipras. Uma aliança incomum, dado que o GI é um partido de perfil fascista e o Syriza um bloco de esquerda e extrema-esquerda. </div>

Como comentei em duas postagens em junho de 2015 (<a href="https://arussiaeomundo.blogspot.com/2015/06/uma-grecia-mais-proxima-da-russia.html">aqui</a> e <a href="https://arussiaeomundo.blogspot.com/2015/06/duas-notas-importantes-sobre-grecia.html">aqui</a>), o Kremlin foi um dos responsáveis pela costura desta aliança e considerava Tsipras como um firme aliado da Rússia. Uma lista de fatores vinculavam Atenas a Moscou: o governo eleito em janeiro de 2015 fechou um acordo de vendas de gás com a Gazprom em fevereiro e acertou a extensão do gasoduto Turkish Stream, da mesma empresa, até a Grécia em junho; em 2016, o Syriza votou contra as sanções econômicas da UE contra Moscou no Parlamento Europeu; em 2013, Alexander Dugin esteve na Grécia para uma palestra a convite do futuro ministro grego das relações exteriores, Nikos Kotzias, defendendo fazer da Grécia uma meio de influência da Rússia no bloco europeu, e noutra ocasião sugeriu o nome de Tsipras para o governo grego. </div>

Konstantin Malofeev, oligarca promotor da política externa do Kremlin sob sanções econômicas da UE, foi o financiador dos contatos de Dugin na Grécia. Já um dos deputados do Gregos Independentes era presidente de Aliança Grego-Russa, organização voltada à promoção das relações entre os dois países. Tanto Tsipras quanto membros do GI estiveram diversas vezes na Rússia prometendo levantar as sanções econômicas e promover uma aliança com Moscou. </div>

Portanto, o acordo da Grécia com a Macedônia não apenas ia contra ao histórico de proximidade entre gregos e russos, como atingiu a coalização governista e os planos do Kremlin para a Europa. Novamente, o pivô de toda a história era o grande adversário russo, a principal barreira às forças do oriente, a OTAN.</div>

O analista, consultor político e jornalista Taras Kuzio, especialista em política da Rússia e da Ucrânia, <a href="https://twitter.com/TarasKuzio/status/1084715368009084928">comentou em seu Twitter</a> em 14 de janeiro que "a ameaça americana às empresas alemãs na construção do gasoduto mostra mais um vez que o governo Trump (apesar de suas muitas idiossincrasias) é um aliado da Ucrânia mais firme do que a União Europeia". </div>

Como era de se esperar, Polônia e os<span> </span><span>Países Bálticos</span> estão muito incomodados com o projeto russo-alemão. <a href="https://news.err.ee/830858/baltic-german-foreign-ministers-split-on-nord-stream-pipeline">Estes últimos</a> consideram o Nord Stream 2 um projeto político, e não econômico, que busca aumentar a dependência do gás russos pela Europa, e dá a Moscou a capacidade de influenciar politicamente o continente.<br />

Ao longo de 2019, porém, Angela Merkel defendeu a construção do gasoduto, posição que <a href="https://www.thetimes.co.uk/article/angela-merkel-accused-of-adopting-germany-first-strategy-in-backing-nord-stream-2-russian-gas-project-txl7p3zgx">parece ter mudado</a> ao final do ano devido as muitas críticas e pressões de partidários, opositores e aliados ocidentais. In the last post, I commented on the deepening of the integration between Russia and Belarus, making the later more dependent on Moscow, away from the Western countries. I used as base an article by <a href="https://www.washingtonpost.com/opinions/global-opinions/why-the-world-should-be-paying-attention-to-putins-plans-for-belarus/2019/01/04/40c8d7cc-1043-11e9-831f-3aa2c2be4cbd_story.html?utm_term=.1922dcf78592">US journalist and historian Anne Applebaum</a> written in The Washinton Post on January 4th.<br />

The Applebaum´s text gave reasons for the Western countries to pay more attention to Russia´s moves towards Belarus, which they haven´t done, citing as main example the Trump´s stance. His government would have gave up US´s historical commitment to a united and free Europe (a clear allusion to his scorn for the European Union) and he would be helping to disseminate informations that collaborate for Russian propaganda on many issues, such as events (without specifying them) involving Montenegro and Afghanistan. Trump administration would have given a strange attention to a non-existent invasion plan of Belarus by Poland, for example, widely publicized by Russian media. In Applebaum´s words, the US president is "inclined to see the Russia´s point of view on most issues".<br />

Following <a href="https://twitter.com/anneapplebaum">Applebaum´s posts in Twitter</a>, one realizes that the journalist and historian is a harsh critic of Trump. There is nothing unusual and wrong on this, but watching Western analysts by the same media, practically of them are harsh critics, if not mockers, on the US president. This makes more difficult a cold analysis and calls into question the alleged impartiality of the sources. <br />

The US stance on Russia is seen as negative when the president addresses directly to the Russian colleague. The analyst see this, with some reason, as a caring and undeserved treatment to Putin. But let´s look at some points: early in Trump´s turn, former US diplomat in the UN, Nikki Halley, firmly stated that the US <a href="https://www.rferl.org/a/ukraine-un-ambassador-haley-condemns-russia/28275953.html">would not lift the economic sancations against Russia</a> while it don´t give Crimea back to Ukraine. This was also the position of the US president himself. His former Secretary of Defense, Jame Mattis, was a <a href="https://www.theguardian.com/world/2017/jan/24/pentagon-chief-vows-unshakeable-commitment-to-nato">staunch supporter of NATO</a>, military alliance which have been the Kremlin´s main headache for more than 20 years. Furthermore, on April 11th, 2017, Trump supported the <a href="https://thehill.com/policy/international/328270-trump-approves-montenegros-nato-membership">Montenegro´s entry into the aliance,</a> and in September 2018 he still considered <a href="https://www.militarytimes.com/news/your-military/2018/09/18/trump-us-may-put-permanent-base-in-poland/">setting up an American military base in Poland</a>, for displeasure of the Russians. Not only Poland, but the Baltic countries are in favor of the US presence in the region. They knew the Russian domain in Communist times and don´t want it back, nor as a possibility.</div>

If we compare Trump´s action with his predecessor, the opposition to Russia becomes clearer. In September 2009, the Obama government gave up the anti-missile shield project in Europe launched by his predecessor, George W. Bush, on the allegation of a nuclear treat from Iran. It so happens that Iran haven´t nuclear weapons to date. The shield was clearly a defense against Russia. But a similar initiative nowadays would generate a much more aggressive reaction from Moscow, as seen in the <a href="https://arussiaeomundo.blogspot.com/2016/10/kaliningrad-and-sudden-deterioration-of.html">military tensions between Russia and NATO</a> in the second half of 2016. Obama also withdrew troops from Iraq in 2011, which would have helped the emergence and expansion of ISIS, now acting only in Syria. On the exit of the Americans from Syria decided by Trump, the impact is much less important even this helps in Russia´s consolidation in the country, whose troops have been acting since September 2015. At the annual press conference in December, Putin made clear that regards Syria as his area of influence. He stated that the presence of the US troops in the country were "illegitimate" and classified their departure as a <a href="https://www.politico.com/story/2018/12/20/putin-applauds-trump-syria-decision-1070946">"right decision"</a>. The US, however, continues to have a physical presence in Iraq, maintains the alliance with Saudi Arabia and has strengthened political support of Israel. In the Obama administration, there was significant worsening of the relationships with Saudis and Israelis. <br />
<br />
Contrasting with the friendly words, Trump hasn´t been so condescending to Putin in fact. By the contrary: NATO´s military strengthening, guaranteeing alliances in the Middle East, and maintaining sanctions against Russia, crucial issues to curb Russia´s projection in the world, restricts the Moscow´s global action. Remains to know whether the new Secretary of Defense, Patrick Shanahan, and the new UN diplomat, a little savvy Heather Nouert (a post temporarily occupied by Jonathan Cohen since January 1st), will follow the same policy.<br />
<br />
Criticism such as Anne Applebaum´s are legitimate, but, more important than White House´s speeches and diatribes, the main issue is what is actually happening, de facto policy, mainly in economic and military matters, two of the mais Achilles´ heel of Russia. If Trump is successful in strengthening the US in the long run (the economy is <a href="https://www.theguardian.com/business/2018/jul/27/us-economy-report-second-quarter-commerce-department">booming</a>, for example), less space will remain for Russia in the international arena. Putin´s plan to re-establish the Russian superpower and re-create its Empire depends, mainly, of taking this post from US. As we saw in the Cold War, the world was too small for two superpowers, and for the Kremlin the Cold War isn´t over. <br />

Acompanhando as <a href="https://twitter.com/anneapplebaum">postagens de Applebaum no Twitter</a>, percebe-se que a jornalista e historiadora é uma dura crítica de Trump. Não há nada de incomum ou errado nisso, mas observando analistas ocidentais pelo mesmo meio de comunicação, praticamente todos são duros críticos, quando não debochados, em relação ao presidente americano. Isto torna uma análise fria mais difícil e põe em questão a pretensa imparcialidade das fontes.</div>

A postura americana em relação à Rússia é vista como negativa quando o presidente americano se dirige diretamente ao colega russo. Analistas vêem isso, com certa razão, como um afago ou tratamento imerecido a Putin. Mas vejamos alguns pontos: logo no início do mandato de Trump, a ex-diplomata americana na ONU, Nikki Haley, afirmou firmemente que os EUA <a href="https://www.rferl.org/a/ukraine-un-ambassador-haley-condemns-russia/28275953.html">não levantariam as sanções econômicas contra a Rússia</a> enquanto esta não devolvesse a Crimeia à Ucrânia. Esta também era a posição do próprio presidente americano. Seu ex-secretário de defesa, James Mattis, era <a href="https://www.theguardian.com/world/2017/jan/24/pentagon-chief-vows-unshakeable-commitment-to-nato">firme apoiador da OTAN</a>, aliança militar que tem sido a principal dor de cabeça do Kremlin há mais de 20 anos. Ademais, em 11 de abril de 2017, Trump apoiou a <a href="https://thehill.com/policy/international/328270-trump-approves-montenegros-nato-membership">entrada de Montenegro na aliança</a>, e em setembro de 2018 ainda <a href="https://www.militarytimes.com/news/your-military/2018/09/18/trump-us-may-put-permanent-base-in-poland/">considerava a instalação de uma base americana na Polônia</a>, para desgosto dos russos. Não apenas a Polônia, mas os Países Bálticos são favoráveis à presença americana na região. Eles conheceram o domínio russo no período comunista e não o querem de volta, nem como possibilidade.</div>

Se compararmos as ações de Trump em relação ao seu antecessor, a oposição à Rússia fica mais clara. Em setembro de 2009, o governo Obama abandonou o projeto de criação de um escudo anti-míssil na Europa lançado por seu antecessor, George W. Bush, sob a alegação de uma ameaça nuclear do Irã. Ocorre que o Irã até hoje não possui armas nucleares. O escudo era claramente uma defesa contra a Rússia. Mas uma iniciativa semelhante nos dias de hoje geraria uma reação muito mais agressiva de Moscou, como observado nas <a href="https://arussiaeomundo.blogspot.com/2016/10/kaliningrado-e-subita-deterioracao-das.html">tensões militares entre Rússia e OTAN</a> no segundo semestre de 2016. Obama também retirou as tropas do Iraque em 2011, o que teria ajudado no surgimento e expansão do Estado Islâmico, agora atuante apenas na Síria. Sobre a saída dos americanos da Síria decidida por Trump, o impacto é muito menos relevante mesmo que isto ajude na consolidação da Rússia no país, cujas tropas atuam desde setembro de 2015. Na conferência anual à imprensa realizada em dezembro, Putin deixou claro que considera a Síria sua área de influência. Afirmou que a presença das tropas americanas no país eram "ilegítimas" e classificou sua saída como uma <a href="https://www.politico.com/story/2018/12/20/putin-applauds-trump-syria-decision-1070946">"decisão correta"</a>. Os EUA, porém, continuam com presença física no Iraque, mantém a aliança com a Arábia Saudita e fortaleceram o apoio político com Israel. Na gestão Obama, houve significativa piora das relações com sauditas e israelenses.<br />
<br />
Em contraste com as palavras amigáveis, Trump não tem sido tão condescendente com Putin nas vias de fato. Pelo contrário: o fortalecimento militar da OTAN, a garantia de alianças no Oriente Médio e a manutenção das sanções contra a Rússia, questões determinantes para a contenção da projeção russa no mundo, restringem a ação global de Moscou. Resta saber se o novo secretário de defesa, Patrick Shanahan, e a nova diplomata na ONU, a pouco experiente Heather Nouert (posto temporariamente ocupado por Jonathan Cohen desde 1º de janeiro), seguirão a mesma política.<br />

Críticas como as de Anne Applebaum são legítimas, porém, mais importante do que discursos e diatribes da Casa Branca, a questão central é o que está acontecendo concretamente, a política de fato, principalmente em questões econômicas e militares, os dois principais calcanhares de aquiles da Rússia. Caso Trump seja bem-sucedido em fortalecer os EUA no longo prazo (a economia americana está em <a href="https://www.theguardian.com/business/2018/jul/27/us-economy-report-second-quarter-commerce-department">plena expansão</a>, por exemplo), menos espaço restará à Rússia na arena internacional. O plano de Putin de re-estabelecer a superpotência russa e recriar seu Império depende, principalmente, de tirar este posto dos EUA. Como vimos na Guerra Fria, o mundo era pequeno demais para duas superpotências, e para o Kremlin a Guerra Fria não acabou.</div>

In his message, Putin said that the union between the two countries created by the treaty which established the Union State of Russia and Belarus in 1999 has been a success. Since the crisis in Ukraine in 2014, Lukashenka has distanced himself from Moscow and has tried to design a more independent foreign policy approaching to Europe. Russia, for its part, has sought to avoid distancing of Belarus and consolidate its influence in the surrounding countries. </span></div>

Refiro-me ao reordenamento da política russa desde 2000 com um poder crescentemente centralizador, as ações agressivas no estrangeiro desde que o presidente russo reassumiu o posto em 2012 e a forte influência do Movimento Eurasiano na elite política e militar da Rússia que almeja a criação de um poder imperial. A atual crise econômica do país e o descontentamento da população com o plano de governo de <a href="https://www.bloomberg.com/news/features/2018-08-27/putin-s-move-to-raise-the-retirement-age-is-angering-russians">reformar a previdência</a> anunciado, não por acaso, durante a Copa do Mundo são fatores adicionais que podem estimular ações do Kremlin no exterior. On the last day of 2018, <a href="http://www.eurasiareview.com/31122018-putin-promises-support-to-brics-oped/">Vladimir Putin sent New Year´s messages</a> to the presidents of the four BRICS countries, Brazil, India, China and South Africa. In the messages, promises were made to maintain strategical cooperation with each one of them as well as the bloc´s joint cooperation in the international organizations. <br />

Emphasis on bilateral cooperation was given to China. Putin said the partnership between the two countries is at an "unprecedented level". With <a href="https://www.imf.org/external/pubs/ft/weo/2018/02/weodata/weorept.aspx?pr.x=42&pr.y=15&sy=2015&ey=2018&scsm=1&ssd=1&sort=country&ds=.&br=1&c=922&s=NGDP_RPCH&grp=0&a=">GDP expected to grow only 1,7%</a>, a partnership with the world second-largest economy with a growth rate around 6% is key. Its worth to remember that in July 2014, Russia and China made <a href="https://www.brookings.edu/opinions/sino-russian-gas-deal-shows-center-of-gravity-has-shifted-from-west/">U$ 400 billion deal</a> for the sale Russian natural gas to the Asian giant. In times of tension with the Western countries and the <a href="https://arussiaeomundo.blogspot.com/2016/07/competition-to-russian-gas-comes-from.html">inflow of liquefied gas from US to Europe</a> since April 2016, Russia leans to Asia searching for support and money.<br />

As for Brazil, there may be changes in the relationship with Russia. Putin also send New Year´s congratulations to the new president-elect, Jair Bolsonaro. But Bolsonaro has indicated, on several occasions throughout his campaign, the intention of approaching the US and Israel. The choice of the new chancellor, Ernesto Araújo, a strong supporter of a pro-Western policy, as his article <a href="https://www.metapoliticabrasil.com/blog/o-brasil-no-barco-de-ulisses">"Brazil in the boat of Ulisses"</a> (in portuguese) makes clear, should mean, if not some distancing, at least a displeasure for Moscow. Alexander Dugin, founder of the Eurasian Movement and the most influential thinker in Russia´s military and political circles, <a href="https://www.facebook.com/alexandr.dugin/posts/2199141423429219">stated in Facebook</a> that Bolsonaro is a "ultra-liberal authoritarian" and that supports the left in Brazil, explaining in another post that it is a non-globalist left. This indicantes a possible rejection of the new president by the Kremlin.<br />

In the last years, the BRICS has shown opposition to the US and the Western attitudes in the global arena. Russia, China and Brazil (up to the Dilma government) have been the main actors in this regard. Brazil´s new role in the world is still open, but for Russia regions such as Asia and Europe have greater relevance, particularly the <a href="https://www.swp-berlin.org/en/publication/vostok-2018-another-sign-of-strengthening-russia-china-ties/">military partnership with China</a> and its gigantic commodity market.</div>

In recent years, <a href="http://www.css.ethz.ch/content/dam/ethz/special-interest/gess/cis/center-for-securities-studies/pdfs/CSSAnalyse231-EN.pdf">Belarus has shown signal of ditachment from Russia</a>, mainly since the annexation of Crimea in 2014, not recognized by the Minsk government, at the same time as it has sought a rapproachement to the West. The official position is to search for a more independent foreign policy, not so much tied to Moscow.<br />

On 27th December, an economist from Belarus State University <a href="http://windowoneurasia2.blogspot.com/2018/12/if-moscow-doesnt-want-us-base-in.html">warned</a> of possibility of the Weatern countries creating a movement against Moscow and install a pro-Western government in Minsk. These countries would be politically and financially promoting people comitted to this agenda. This narrative is common among members and supporters of the Russian government, who seek, some times in a deribelately exaggerated way, for a "fifth column" in their territory. The background of the argument, as expected, the wave of protests that in February of 2014 toppled president Yanukovich, in Ukraine, and gave way to the rise of the Pietro Poroshenko´s pro-Western government.<br />

In another episode on last 24th, the country´s president, Alexander Lukashenka, said <a href="http://windowoneurasia2.blogspot.com/2018/12/if-moscow-doesnt-want-us-base-in.html">he would refer to Russia not as a "fraternal state", but only as a "partner"</a>, which in the Russian political language is a much more vague term of varied interpretation. According to him, its like the Russians see his country. Although its only rhetorical, the words coming from a leader in power since 1994 indicate a Minsk´s tendency to distance himself from Moscow. Lukashenka has accumulating a number of pronouncements in this sense. </div>

Russia, however, regards Belarus a key neighbor, given the possibility of expanding it´s political and military action to the Europe´s borders, as it was exemplified by the Zapad, a major military training conducted in September 2007 just in Western Belarus, near the border with Poland. At that time, up to 100 thousand soldiers of both countries were deployed. Despite this sort of cooperation, the Lukashenka government <a href="https://www.rferl.org/a/lukashenka-says-no-need-for-russian-military-base-in-belarus-praises-u-s-role-in-europe/29585291.html">resists the idea of permanent presence of foreign troops in its territory</a>, also referring to Russia, which plans a military base in the neighboring territory.</div>

Despite Belarus being culturally very similar to Russia and dependent on its commercial products, especially natural gas, in recent years Lukasehnka has shown not so faithful to his most powerful partner. Its a few safe position for a small country that has by its side a giant that militarily occupies three of its neighboring countries. </div>

Neste dia 27, um economista da Universidade Estatal da Bielorrússia <a href="http://windowoneurasia2.blogspot.com/2018/12/if-moscow-doesnt-want-us-base-in.html">alertou</a> da possibilidade dos países ocidentais criarem um movimento contra Moscou e instalar um governo pró-Ocidente em Minsk. Estes países estariam promovendo política e financeiramente pessoas comprometidas esta agenda. A narrativa é comum entre membros e apoiadores do governo russo, que buscam, por vezes de forma propositalmente exagerada, por uma "quinta coluna" em seu território. O pano de fundo do argumento, como não poderia deixar de ser, foi a onda de protestos que em fevereiro de 2014 derrubou o presidente Yanukovich, na Ucrânia, e deu passagem para a ascensão do governo pró-Ocidente de Pietro Poroshenko. </div>

Noutro episódio no último dia 24, o presidente do país, Alexander Lukashenka, <a href="http://windowoneurasia2.blogspot.com/2018/12/if-moscow-doesnt-want-us-base-in.html">disse que passará a se referir à Rússia não como um "Estado fraternal", mas apenas como "parceiro</a>", que na linguagem política russa é um termo muito mais vago e de variada interpretação. Segundo ele, é como os russos vêem seu país. Ainda que seja apenas retórica, as palavras vindas de um governante no poder desde 1994 indicam a tendência de distanciamento de Minsk em relação à Moscou. Lukashenka vem acumulando uma série de pronunciamentos neste sentido.</div>

A Rússia, porém, considera a Bielorrússia um vizinho fundamental, dada a possibilidade de expandir sua ação política e militar até as fronteiras da Europa, como ficou exemplificado pelo Zapad, grande treinamento militar realizado em setembro de 2017 justamente no oeste da Bielorrússia, próximo à fronteira com a Polônia. Na ocasião, foram mobilizados até 100 mil militares de ambos os países. Apesar deste tipo de cooperação, o governo Lukashenka <a href="https://www.rferl.org/a/lukashenka-says-no-need-for-russian-military-base-in-belarus-praises-u-s-role-in-europe/29585291.html">resiste à ideia da presença permanente de militares estrangeiros em seu território</a>, fazendo referência também à Rússia, que planeja uma base militar no territória vizinho.</div>

Apesar da Bielorrúsia ser culturalmente muito similar à Rússia e dependente de seus produtos comerciais, principalmente o gás natural, nos últimos anos Lukashenka tem se mostrado não tão fiel ao seu parceiro mais poderoso. Uma posição pouco segura para um pequeno país que tem ao seu lado um gigante que ocupa militarmente três de seus países vizinhos. </div>

On the 20th December, <a href="https://eng.lsm.lv/article/society/society/first-batch-of-latvias-kgb-archives-published-online.a303704/">Lithuania has released some former KBS´s files</a> (country was under Soviet rule from 1944 to 1991) which shows the institution´s link with the Moscow Patriarchate. Nowadays, there are some hierarchical members of the Russian Orthodox Church who have been (or are) involved with the Russian secret service, now called FSB, among them Metropolitan Alexandr of Riga, leader of the Latvian Orthodox Church linked to Moscow.<br />

<a href="https://windowoneurasia2.blogspot.com/2018/12/fsb-agents-in-orthodox-hierarchy-now.html">Paul Goble</a> says that in the Putin era the penetration of the secret service penetration into the Russian Church has increased aiming, he comments, of using ecclesial property to cover up it´s business. The church is also one of the ideological basis of the government, which stands as defender of traditional values and Christianity, seeking trying to expand it´s influence outside Russia.<br />

Atualmente, há membros da alta hierarquia da Igreja Ortodoxa Russa que estiveram (ou estão) envolvidos com o serviço secreto russo, hoje chamado FSB, entre eles o Metropolita Alexandr de Riga, líder da Igreja Ortodoxa Lituana vinculada a Moscou.</div>

<b style="text-align: center;">UMA VERSÃO RUSSA DO ANTI-GLOBALISMO: TEORIAS GEOPOLÍTICAS DE DUGIN</b></div>

Todas as correntes neoeurasianas que emergiram na década de 1990 compartilham de uma concepção imperial da Rússia, mas todas elas se baseiam em diferentes pressupostos. Alexander Dugin ocupa uma posição particular neste grupo, e às vezes é virulentamente criticado por outros neoeurasianos. Na verdade, Dugin "distorce" a ideia de Eurásia, combinando-a com elementos emprestados de outras tradições intelectuais, como as teorias da revolução conservadora, a geopolítica alemã das décadas de 1920 e 1930, o tradicionalismo de René Guénon e a Nova Direita ocidental. No entanto, Dugin tem desfrutado do maior sucesso de público entre todos os neoeurasianos, e influencia mais diretamente certos círculos políticos que procuram por uma nova geopolítica para a Rússia pós-soviética.<br />
<br />
Dessa forma, Dugin supera em grande parte pequenos grupos intelectuais, que buscam suas próprias reflexões neoeurasianas sem terem qualquer acesso direto a um público maior. Ele pode ser considerado o principal teórico do neoeurasianismo, apesar de ter compartilhado este papel com Alexander Panarin nos anos 1990. Primeiro, os dois homens se opuseram um ao outro, e Panarin se recusou a ser assimilado à mesma corrente ideológica. Ele descreveu a geopolítica de Dugin como pagã por ver o homem como dependente da natureza e guiado por um destino cego e determinista, e conceber o Estado como um organismo isolado e egoísta, não providenciando qualquer garantia à estabilidade global, confiando apenas na força. Na época, Panarin considerava essa visão como o estrito oposto da consciência "civilizadora" que o neoeurasianismo deveria ser. Os dois pensadores acabaram, entretanto, por compartilhar alguns pontos de vista como consequência da evolução intelectual de Panarin e não de Dugin. Assim, Panarin gradualmente veio a corroborar a supremacia pública de Dugin em questões neoeurasianas, comparecendo à fundação do movimento Evraziia em 2001 e se tornando membro do Conselho Central do partido em 2002. (27) De acordo com Dugin, Panarin chegou a concordar, antes de sua doença, em escrever um prefácio para um de seus últimos livros, <i>Political Philosophy</i>. (28) Entretanto, a repentina morte do filósofo tirou este aliado e competidor do cenário público.<br />
<br />
A atração de Dugin pelo eurasianismo desenvolvido por emigrantes russos dos anos 1920 e 1930 não é uma adição tardia às suas doutrinas. No final da década de 1980, enquanto ainda era próximo de certos grupos monarquistas, Dugin já tinha se tornado apóstolo de uma concepção eurasiana da Rússia e contribuiu para sua disseminação entre os círculos patrióticos ligados ao Den´. Hoje continua sendo uma influência dominante entre aqueles que tentam reabilitar os fundadores do eurasianismo: ele editou compilações dos principais textos dos principais teóricos do movimento - Pyotr N. Savitsky, Nikolay S. Trubetskoi, Nikolay N. Alekseev, etc - na Agraf, e depois através das publicações da Arctogaia. (29) Nas suas introduções a essas publicações, ele tenta sistematicamente vincular os ensinamentos eurasianos do entre-guerras o mais próximo possível de suas definições contemporâneas do neoeurasianismo. Entretanto, ele não se apropria das teorias altamente elaboradas dos fundadores sobre a legitimidade histórica, geográfica ou religiosa do Império Russo. Ele se satisfaz em tentar estabelecer uma geopolítica para a Rússia pós-soviética, ajudando o país a se tornar consciente de sua particular sensibilidade escatológica: "as atuais transformações no espaço geopolítico da Rússia e em toda a Eurásia são difíceis de entender a não ser que sejam interpretadas com sinais dos tempos, anunciando a proximidade do clímax." (30)<br />

Dugin chega a criticar os fundadores por terem sido excessivamente filosóficos e poéticos: segundo ele, o eurasianismo tinha as intuições certas (por exemplo, a ideia de um "terceiro continente" e a importância do período mongol na formação da identidade russa), mas foi mal sucedido em formalizá-los teoricamente. "No eurasianismo nós somos confrontados com uma dupla indeterminação: a indeterminação características do próprio pensamento russo e a tentativa de sistematizar essa indeterminação numa nova concepção indeterminada." (31) Sua atitude em relação a outros neoeurasianos é ainda mais negativa: além do historiador e etnólogo Lev Gumilev (1912-1992), cujas muitas concepções étnicas ele compartilha, Dugin considera seus competidores ideológicos inúteis, e afirma que suas concepções neoeurasianas são "pouco consistentes [e] representam apenas uma adaptação a uma realidade política em transformação de todo um complexo de ideias já enunciados." (32) <br />

O eurasianismo de Dugin envolve um grande interesse em geopolítica, a principal disciplina na qual baseia suas teorias. Para ele, a geopolítica por definição serve ao Estado em que é elaborado. Dessa forma, a geopolítica russa só poderia ser eurasiana, já que é responsável pela restauração do <i>status</i> de grande potência da Rússia. Ela também é destinada exclusivamente às elites: de acordo com Dugin, a geopolítica se opõe ao princípio democrático porque a capacidade de conhecer o significado das coisas é inevitavelmente restrita ao líderes. É para este fim que Dugin se refere aos grandes nomes da disciplina, como os alemães Friedrich Ratzel (1844-1904), Karl Haushofer (1869-1946) e Friedrich Naumann (1860-1919), o sueco Rudolf Kjellen (1864-1922) e o britânico Sir Halford Mackinder (1861-1947). Na verdade, há pouco o que é russo na bagagem intelectual de Dugin. Além de Konstantin Leontyev (1831-91), (33) a quem Dugin às vezes menciona, ele é muito mais inspirado por autores ocidentais do que russos. Por exemplo, ele fala com admiração dos organicistas alemães, como Ernst Jünger (1985-1998), Oswald Spengler (1880-1936), Arthut Moeller van den Bruck (1876-1925), ou Ernst Niekisch (1889-1967) e Karl Schmitt (1888-1985). Ele toma de Schmitt sua concepção de nomos, a forma geral de organização dos fatores objetivos e subjetivos de um determinado território, e a teoria do <span style="text-align: start;">Großraum, "grandes espaços".</span> <br />

Dugin dá grande valor à sua herança alemã e deseja ser visto como um geopolítico continental a par com Schmitt e Haushofer: a centralidade e continentalidade da Rússia, para ele, são comparáveis às da Alemanha nos anos 1920-30. Ele desenvolve então sua própria interpretação bipolar do mundo, opondo a "Heartland", que tende aos regimes autoritários, à "Ilha Mundo", a encarnação dos sistemas democrático e comercial. Ele combina as teorias eurasianas clássicas com esta divisão bipolar do mundo em sociedades marítimas e terrestres, ou talassocracias e telurocracias, e os vincula a vários duplos conceitos clássicos do "pensamento russo" (cristianismo ocidental/ortodoxia, Ocidente/Oriente, democracia/ideocracia, individualismo/coletivismo, sociedades marcadas pela mudança/sociedades marcadas pela continuidade). A oposição entre capitalismo e socialismo é vista como apenas um confronto histórico particular destinado a continuar de outras formas. "A Terra e o Mar disseminam suas oposições originais a todo o planeta. A história humana é nada mais do que a expressão dessa luta e o caminho da sua absolutização." (34)<br />

Dugin então divide o mundo em quatro zonas civilizacionais: a zona americana, a zona afroeuropeia, a zona Ásia-Pacífico e a zona eurasiana. A Rússia deve se esforçar para estabelecer várias alianças geopolíticas organizadas como círculos concêntricos. Na Europa, a Rússia deve, evidentemente, se aliar com a Alemanha, a qual Dugin dá atenção especial. Apresentada como o coração da Europa, a Alemanha deve dominar toda a Europa Central e a Itália de acordo com as teorias de "centralidade" desenvolvidas pelos geopolíticos nazistas, bem como pelo militarismo prussiano do século XIX. Na Ásia, a Rússia deve se aliar com o Japão, apreciado por sua ideologia pan-asiática e pelo eixo Berlim-Roma-Tóquio durante a Segunda Guerra Mundial. Dentro do mundo muçulmano, Dugin escolhe o Irã islâmico, admirado por seu rigorismo moral. Ele apresenta o Irã como uma das poucas forças reais de oposição à globalização americana e o convida a se unir a todo o mundo árabe, bem como o Paquistão e o Afeganistão, sob sua liderança. Dugin caracteriza essa quádrupla aliança Rússia-Alemanha-Japão-Irã, que reagiria às talassocracias (os EUA, a Grâ-Bretanha na Europa, a China na Ásia, a Turquia no mundo muçulmano), como uma "confederação de grandes espaços," (35) uma vez que cada aliado é ele mesmo um império que domina a área civilizacional correspondente. Ao contrário dos eurasianos da década de 1920, Dugin não fala de uma irredutível e romântica oposição entre o Oriente e o Ocidente; nas suas teorias, tanto a Ásia quanto a Europa estão destinadas a se colocar sob a dominação russo-eurasiana.<br />
<br />
Como o inimigo marítimo e democrático supostamente tem uma "quinta coluna" na Rússia, Dugin apela por uma restauração da União Soviética e uma reorganização da Federação Russa. Ele é o único neoeurasiano a incluir em seu projeto político não apenas os Estados Bálticos, mas todo o antigo bloco socialista. (36) Sua Eurásia deve se expandir para além do espaço soviético, pois propõe incorporar a Manchúria, o Xinjiang, o Tibet e a Mongólia, bem como o mundo ortodoxo dos Bálcãs: a Eurásia só alcançaria seus limites com a "expansão geopolítica até as margens do Oceano Índico," (37), uma ideia que foi tomada e popularizada por Zhirinovsky. Dugin também propõe uma repartição geral da Federação, e especialmente da Sibéria, que considera estar à beira da implosão há algum tempo. Ele pede a abolição das "repúblicas nacionais" a serem substituídas por regiões puramente administrativas subservientes a Moscou. Em <i>The Foundations of Geopolitics</i>, ele reconhece suas esperanças pela dissolução de Yakutia, Tatarstão, Bashkotorstão e Buriatia, condenadas por seu separatismos e sua capacidade de formar eixos budistas ou pan-turcos anti-russos com as regiões vizinhas. Ele deseja unificá-las com regiões industrializadas que possuem uma maioria russa, como os Urais ou a costa do Pacífico [Primorskii krai]. (38)<br />
<br />
Assim como no eurasianismo dos anos 1920-30, os povos não-russos, e particularmente as minorias turco-muçulmanas, são tratados de forma ambígua. Ele são admirados como elementos-chave que confirmam a distintividade da identidade eurasiana da Rússia, mas são também representados como concorrentes potenciais ou mesmo inimigos se decidirem não mais participar de uma Eurásia multinacional dominada pela Rússia. Os eventos internacionais dos últimos anos, especialmente o 11 de setembro, bem como a segunda guerra na Chechênia e os atos terroristas subsequentes que cobriram a Rússia com sangue, forçaram Dugin a refinar seu conceito de islam e a ser mais cauteloso em sua apreciação positiva de um certo tipo de radicalismo islâmico. Assim, num simpósio chamado "Ameaça Islâmica ou Ameaça contra o Islam?" organizado pelo Evraziia em 28 de junho de 2001, os membros do partido desaprovaram o fundamentalismo, apresentado como um perigo ao islam tradicional, e afirmaram o desejo de criar um Comitê Eurasiano de Parceria Estratégica Russo-Muçulmana. De acordo com o Evraziia, o islam tradicional, o sufismo, o xiismo e o cristianismo ortodoxo são espontaneamente eurasianos, enquanto que o catolicismo e o protestantismo, mas também o islamismo radical patrocinado pelos EUA, representam o atlanticismo. Portanto, Dugin tenta distinguir entre o fundamentalismo xiita, que considera positivo, do fundamentalismo sunita, que ele deprecia.<br />

O desejo de Dugin de dissociar o islam tradicional "bom" dos outros ramos da religião, os quais ele nivela ao wahabismo, é compartilhado por numerosos movimentos nacionalistas russos contemporâneos, que visam cortejar o islam russo oficial. Esse tipo de conversa permitiu que Dugin recrutasse os líderes do Diretório Espiritual Central dos Muçulmanos Russos para o seu movimento Evraziia. Dugin tenta impedir qualquer competição com o eurasianismo turco sobre a questão das minorias religiosas e nacionais do país. Ele conseguiu de forma brilhante apresentar seu movimento não apenas como um instrumento para defender o poder russo, mas também como uma solução pragmática às tensões internas da Rússia. Assim, desde sua criação em 2001, o Evraziia inclui representantes de regiões sensíveis como Yakutia-Sakha, o norte do Cáucaso e o Tatarstão, e teve o prazer de reunir todas as confissões da Rússia: diversos <i>muftis</i> do Diretório Espiritual Central dos Muçulmanos, incluindo seu líder, Talgat Tadzhuddin, mas também budistas (DordzhiLama, o co-fundador da União dos Budistas de Kalmyk) e membros do Movimento Sionista Radical, que aderiram ao partido e declararam seu desejo de combater a ascensão do extremismo religioso usando a estratégia de integração implícita na ideia eurasiana.<br />

Entretanto, Dugin não se limita a atualizar uma visão geopolítica eurasiana sobre a Rússia. Ele busca ancorá-la numa visão global e apresentá-la como uma forma relevante de análise que ajudaria a entender toda a evolução do mundo pós-Guerra Fria. Mais uma vez, Dugin está interpretando o "manual", usando os inumeráveis textos ocidentais com os quais está familiarizado para adaptar as ideias clássicas da história do pensamento russo ao debate contemporâneo. Portanto, há vários anos ele tem centrado seu argumento sobre a natureza eurasiana da Rússia inteiramente no tópico da globalização. De acordo com ele, a globalização apresenta como verdade óbvia o que na verdade é uma ideologia: a democracia representativa como o fim da história do desenvolvimento humano, a primazia do indivíduo sobre qualquer comunidade, a impossibilidade de escapar da lógica da economia liberal, etc. (39) Ele argumenta que apenas a solução eurasiana oferece uma alternativa viável com um forte potencial teórico que poderia fazer frente aos atuais processos de globalização instituído pelos Estados Unidos. "A Rússia é a encarnação da busca por uma alternativa histórica ao atlantismo. Aí reside sua missão global." (40)<br />

Assim como todos os neoeurasianos, Dugin é um defensor do argumento do "choque de civilizações" de Samuel Huntington, que está na moda na Rússia. O belicismo de Huntington permite a Dugin afirmar a necessidade da manutenção da estrutura imperial russa e rejeitar qualquer perspectiva de um equilíbrio global. De acordo com ele, a nação russa precisa estar preparada para "defender sua verdade nacional, não apenas contra seus inimigos, mas também contra seus aliados." (41) De fato, a doutrina geopolítica de Dugin não pode funcionar sem criar inimigos. Ele baseia sua ideologia em teorias da conspiração, apresentando a nova ordem mundial como uma "teia de aranha", na qual os atores globalizados se escondem com o objetivo de melhor cumprir sua missão. Dugin chegou a dedicar um livro inteiro (publicado em 1993 e republicado numa versão revisada em 2005) ao que ele chama de conspirologia. As ideias apresentadas nele são contraditórias. Ele critica duramente os pressupostos sobre conspirações judaicas, maçônicas, marxistas, etc, sustentados por numerosos grupos políticos de esquerda e de direita, mas também compartilha algumas de suas ideias. (42) Por exemplo, ele reconta uma história secreta da União Soviética na qual uma ordem eurasiana se opõe à sua contraparte atlantista. O golpe de 1991 é descrito como a culminação da guerra oculta entre essas duas ordens. De acordo com Dugin, entretanto, as alternativas à globalização permanecem limitadas: ou as ideologias de esquerda aplicadas no Ocidente, ou o liberalismo de direita e a estagnação típica dos países asiáticos. Dugin também percebe que essas duas alternativas são opostas uma a outra, embora compartilhem de um inimigo comum. Ele propõe, portanto, que a Rússia elabore uma combinação fértil, porque "todas as tendências anti-globalização são 'eurasianas' por definição." (43)<br />
<br />
Dugin não joga a carta da autarquia a qualquer custo: ele está convencido de que o modelo eurasiano de resistência à dominação americana é exportável para o resto do planeta. Ele a apresenta como o modo mais apropriado de resistir à chamada Nova Ordem Mundial. Um dos objetivos de seu pensamento é, portanto, como ele descreve, "transformar a distintividade russa numa modelo universal de cultura, numa visão de mundo que seja alternativa à globalização atlantista, mas também global à sua própria maneira." (44)<br />
<br />
Assim, a Rússia é chamada a participar dos assuntos mundiais enquanto constrói uma certa cultura autárquica eurasiana. Muito mais do que, por exemplo, Pyotr Savitsky e o conde Trubetskoi, Dugin parece ter internalizado completamente a contradição entre, por um lado, a exaltação da distintividade nacional e uma rejeição apaixonada de qualquer empréstimo que arriscasse "deformar"a Rússia e, por outro, um desejo pelo expansionismo geopolítico e ideológico e um novo messianismo. Longe de ser apenas um "sucessor" dos primeiros eurasianos, ele é o teórico que possui facetas múltiplas ou mesmo contraditórias: muitas outras doutrinas influenciaram sua evolução intelectual pelo menos tanto quanto, se não mais do que, o eurasianismo.<br />
